Call to Order and Announce a Quorum Present

With members Michael Schaeffer, Jeff Burkhardt, Tim Litinas, Baine Brooks and Kristina Holcomb in
attendance, the Regular Meeting of the Allen Economic Development Corporation (AEDC) Board of
Directors was called to order by President Schaeffer at 6:00 p.m. on Wednesday, October 23, 2019 at
the Allen Economic Development Corporation office.
1. Presentation of TEDC Community Economic Development Award (CEDA)
The AEDC CEO presented two 2019 Community Economic Development Awards (CEDAs) from the
Texas Economic Development Council. The first award was received for the Watters Creek District,
recognizing it as the top economic development project in the State of Texas for the past year in the
population category 100,00 1 -250,000. The second was in the category of Innovation, recognizing the
creative deal structure that lead to the completion of projects like One Bethany, the Watters Creek
Convention Center and the NetScout regional office facility.
2. Election of AEDC Board Officers
On a motion by Jeff Burkhardt, seconded by Tim Litinas, the Board unanimously approved the
election of AEDC Board Officers as follows: Michael Schaefer, President; Tim Litinas, Vice
President; and Kristina Holcomb, Secretary/Treasurer.
3. Annroval of Minutes of the Regular AEDC Board Meetingon n September 18, 2019
On a motion by Tim Litinas, seconded by Baine Brooks, the Board unanimously approved the minutes
of the September 18, 2019 Regular AEDC Board Meeting.
4. Approval of Quarterly AEDC Financial Reports
Eric Cannon presented the AEDC Quarterly Financial Reports.
On a motion by Tim Litinas, seconded by Baine Brooks, the Board unanimously approved the
Quarterly AEDC Financial Reports as presented.

5. Presentation of AEDC Marketing Program for FY 2019
Eileen Gonzales, AEDC Marketing Director, presented a report on the AEDC Marketing Program for
FY 2019.
6. Convene into Closed Executive Session: Pursuant to Texas Government Code Section 551.087•
Deliberation of Economic Development Negotiations, To Deliberate Commercial and Financial
Information and Economic Incentives for the Following and Pursuant to Texas Government Code,
Section 551_.072 Deliberation Regarding Real PropertT.
a. Update on the Watters Creek Convention Center
b. Consider Incentives to Support a Project in the Watters Creek District
The Board convened into closed session at 6:51 p.m.
Reconvene into Oven Session
The Board reconvened into open session at 7:46 p.m.

9. Determine Next Regular Meetinp, Date
The next Regular AEDC Board meeting was scheduled for Wednesday, November 20, 2019 at

On a motion by Tim Litinas, seconded by Baine Brooks, the meeting was adjourned at 7:49 p.m.
