May 16th 1968
Meeting called to order by Mayor Frank Dugger; Council members present
LeRoy Ewen, Mack Holloway, Dan Strong and Claude Whitaker. Robert E.
Lowman absent.
Mr, Fred J. Valenta with Johns*Manvill talked about TRANSITE Pipe.
Mr. Walter L. Wilson with United States Pipe and Foundry Company
talked about Cast Iron Pipe.
Mr Melvin Gantt a visitor talked about Trafic Promlems.
Mr Harris Planning Engineer presented applications for URBAN PLAN-
NING ASSESTIANCE.
Motion by Dan Strong too make application for Fedral Grant on the City
Planing project. Motion second by LeRoy Ewen. Motion passed ayes 4 noes o.
Motion by Claude Whitaker that Mayor Dugger signes RESOLUTION as DRAWN
in these PLANS. Motion sec. by Dan Strong. Motion passed ayes 4 noes 0.
ORDINANCE - CREATING A PLANNING AND ZONING WAS READ, BY Mr. HARRIS.
Motion by Roy Ewen to REPEAL any prwvious Ordanance with reference to
to City Planing and said Ordinance mentioned above be adopted and signed
by Mayor and City Secretary. Motion second by Dan Strong. Motion passed
ayes 4 / noe 0.
John Enloe and Jerry Carpenter submitted bids on fixing Bridge on
East Avenue C North. Bids were read by Mayor Dugger.
Motion by Dan Strong too give Jerry Carpenter the Contract on Bridge
and Dirt work if contract is properly written up. Motion second by
Claud Whitaker. Motion passed ayes 4 / noes 0.
Motion by Dan Strong to give John Enloe the ROAD repair, which will
take some ROCK and leveling. Motion second by Claud Whitaker. Motion
passed ayes 4 / noe 0.
Our Engineer Mr Walter Hicks reviewed the BIDs on the Water-Line of
which BIG BEAR CONSTRUCTION COMPANY was low bidder, Mr Hicks status that
he had checked out BIG BEAR Construction Co. and find them to be OK.
Motion by Claud Whitaker that we award the bid on said water-line to
the low bidder, which is Big Bear Construction Company. Motion second
Dan Strong . Motion passed ayes 4 / noe 0 .
Motion by Dan Strong that the City accept alternate bid on Proposal
A and B , Motion second by Mr Claud Whitaker. Motion passed ayes 4
noes none
Motion by Roy Ewen that the City Council authorize Mr Buckhanan our
Bond representative to sell the $ 90,000.00 worth of BONDs, which is
as follows :
Waterworks System Revenue Bonds $ 25,000.00
Sewer System Revenue Bonds 65,000.00
Motion second by Mack Holloway. Motion passed ayes 4 /noes 0.
Motion by Roy Ewen to set meeting of the EQUALIZATION BOARD for the
City of Allen at the next regular meeting night which is June 6th 1968
6:30 P M. Motion sec by C.D. Whitaker. Motion passed ayes 4 /noes 0.
Motion by Dan Strong to leave the TAX RATE same as it was last year
which is $1.10 on $100.00 valuation. Motion second by Claud Whitaker.
Motion passed ayes 4 /noes 0 •
