A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, ENDORSING AND SUPPORTING A PRO-
POSAL OF THE NORTH TEXAS MUNICIPAL WATER DISTRICT TO
LOCATE A WASTEWATER TREATMENT FACILITY AT A LOCATION
KNOWN LOCALLY AS THE WILSON CREEK SITE IN COLLIN COUNTY,
TEXAS.
WHEREAS, the City of Allen is currently experiencing
significant growth in its population, increasing from 1940
to 8314 from 1970 to 1980, and;
WHEREAS, it is anticipated that this growth will continue
through 1990 with an average annual percentage increase of
between 15% and 20%, and;
WHEREAS, to promote an orderly growth rate, there is an
urgent need to have additional wastewater treatment capacity
to treat the wastewater generated by Allen, and;
WHEREAS, the City of Allen has contracted with the North
Texas Municipal Water District as a member city in the Trinity
East Fork Regional Wastewater System to provide wastewater
treatment facilities for Allen, and;
WHEREAS, it is in the best interest of the City of Allen
to be a member of the district's Regional Wastewater Treatment
System, and;
WHEREAS, the North Texas Municipal Water District has made
a comprehensive study of alternatives available to the district
to locate a Regional Wastewater Treatment Facility, and;
WHEREAS, representatives from Allen have participated in
the study of those alternatives being appointed to the Citizens'
Advisory Committee structured to receive citizen input on the
alternatives, and;
WHEREAS, the district has selected a site located south
of the intersection of Stacy Road and Winningkoff Road near
Lake Lavon and adjacent to property owned by the U. S. Corp of
Engineers, such site being known locally as the Wilson Creek
site, and;
WHEREAS, location of a Regional Wastewater Treatment Facility
at the Wilson Creek site appears to provide the advantage of
allowing for the reuse of water in a cost effective program in
a geographically balanced area, and;

WHEREAS, the City Council of the City of Allen is of the
opinion that the Wilson Creek site should be utilized as a
Regional Wastewater Treatment Facility.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
�N* THE CITY OF ALLEN, THAT:
Section 1. The City of Allen hereby supports and endorses
the proposal of the North Texas Municipal Water
District to locate a Regional Wastewater Facility
at a site known locally as the Wilson Creek site.
Section 2. The City Secretary is directed to send a
certified copy of this Resolution to the North
Texas Municipal Water District.
