Vargas, City Manager Eric Ellwanger, Assistant to the City Manager Kevin Hammeke, Chief Finance Officer, Finance Department Tim Denticr, Director, Parks and Recreation Department Brian Bristow, Assistant Director, Parks and Recreation Department Donna Ludwig, Senior Administrative Assistant, City Manager's Office 1) Tour of CDC Proposed Projects a) Joe Fanner Recreation Center b) Curtis Middle School Field c) Hillside Play Area d) Hillside Park c) Heritage Village Fl Don Rodenbaugh Natatorium g) W indridge Neighborhood Park (due to time constraint, site was not toured) 2) Call to Order and Announce a Quorum is Present With a quorum of the Community Development Corporation Board present, President Christian called the Meeting to order at 8:22 p.m, on Monday, May 20, 2013, at The Courses at Watters Creek. 3) Approve Minutes of the April 15, 2013, Meeting Motion: Upon a motion by Board Member Schulmeister and a second by Board Member Simmons, the Board voted five (5) for and none (0) opposed to approve the minutes from the April 15, 2013, meeting. Community Development Corporation Board Meeting May 20, 2013 Page 2 4) Discussion of Board Evaluation to Provide Feedback to the Council Nominating Committee Board Evaluation form was approved with one change. 5) Receive Staff Requests for Project Funding The following are funds requested from the Parks and Recreation Department: Allen Station Park - Field Reconstruction - $515,000 for reconstruction of Field #4 with drainage and fencing, rehab of field 45 and move fencing , turf maintenance equipment and Field 44 bleachers. The Orchards Neighborhood Park - $350,000 for design and construction of a new Neighborhood Park Trail Development & Repair - $500,000 for ongoing construction of trails, crossings and bridges throughout Allen and repair/replacement of existing trail sections. W indridge Neighborhood Park - $280,000 for design and construction of a new Neighborhood Park at the site of 2 vacant residential lots. Don Rodenbaugh Natatorium - $243,000 for the renovation and replacement of tile and showers, replacement of the party room partition wall and replacement of the sound system Allen Event Center - $217,000 for dasher board refurbishment, a new music playback system and outdoor storage Allen USA Celebration - $90,000 for funding that ensures that the City can continue to provide a free event to the residents Personnel - Park Planner - $70,000 for one FTE to execute capital projects and Trail Development funded by CDC (includes benefits). Bicycle signs - "Share the Road" - $50,000 for the 3rd Year of 3 year program to install bicycle awareness signs throughout City rhe Edge at Allen Station - $123,000 for new restroom partitions and replacement of in-line hockey surfaces Allen Community Ice Rink - $17,000 for acoustic baffles for the Community Ice Rink to reduce echoes and enhance user experience. Community Development Corporation Page 3 Board Meeting May 20, 2013 Joe Farmer Recreation Center - $68,000 for office construction, replacement of A/B room partitions and replacement of the blinds in the fitness room. Job Access/Reverse Commute (JARC) - $215,000 for a required City match for the third year of a pilot transportation program federal grant. Recreation LED Signs - $102,000 for 2 Two-sided LED Electronic Signs in stone monument bases (Phase 1) Allen Senior Recreation Center - $15,000 for replacement of the sound system. Hillside Play Area - $50,000 for design of a Renovation of Hillside Neighborhood Park (Phase 1) Old Stone Dam Gabion Repair - $486,000 for repair, stabilization and construction of gabions that serve to protect the Old Stone Dam from erosion The following are funds requested from the Allen Heritage Guild: �! Heritage Village - $2,395,643 for completion of Allen Heritage Village—exterior/ interior and ® auxiliary structures and amenities.
