Call to Order and Announce a Quorum is Present.
With a quorum of the Parks and Recreation Board present, Chair Johnson called
the meeting to order at 6:32 p.m. on Monday, September 25, 2023, in Meeting
Room A/B at Don Rodenbaugh Aquatics Center.
Action Items.
1) Approve Minutes from August 14,2023,Regular Meeting.
Motion: Upon a motion by Member Holley and a second by Member Kelley, the
Parks and Recreation Board voted five (5) for and none(0) opposed to
approve the August 14, 2023, Regular Meeting minutes as presented. The,
motion carried.
2) Appoint a Selection Panel Representative to Artist Selection Panel for The Bark
Yard Public Art Project.

Chair Johnson appointed Member Holley as the Selection Panel Representative to the
Artist Selection Panel for The Bark Yard Public Art Project.
3) Recommend that City Council Adopt Updates to Allen Land Development Code.
Kate Meacham, Director, and Kyle Benedict, Assistant Director, shared the proposed
updates to the Allen Land Development Code.
Motion: Upon a motion by Member Brewer and a second by Member Holley, the
Parks and Recreation Board voted five (5) for and none (0) opposed to
recommend the City Council adopt updates to the Allen Land Development
Code as presented.
4) Recommend that City Council Adopt Updates to Parks and Recreation
Ordinances.
Kate Meacham, Director, and Kyle Benedict, Assistant Director, reviewed the
proposed updates to the Parks and Recreation Ordinances.
Motion: Upon a motion by Member Simpson and a second by Member Holley, the
Parks and Recreation Board voted five (5) for and none (0) opposed to
recommend the City Council adopt updates to the Parks and Recreation
Ordinances as presented.
5) Motion to Cancel the October 9, 2023, Regular Meeting and Set a Special Called
Meeting for November 6, 2023.
Motion: Upon a motion by Member Simpson and a second by Member Holley, the
Parks and Recreation Board voted five (5) for and none (0) opposed to
cancel the October 9, 2023, Regular Meeting and set a Special Called
Meeting for November 6, 2023.
Discussion Items.
6) Review Agreement with Allen Sports Association.
Kate Meacham, Director, gave the Board an overview of Agreement with the Allen
Sports Association.
7) Update of Ongoing Projects.
Kate Meacham, Director, Elissa Malone, Recreation Services Manager, and Erin
Seifert, Center Supervisor, gave an update on the following projects.

b. Molsen Farm Tour
c. Update on Senior Advisory Committee
d. Stephen G. Terrell Recreation Center and Tour
e. Don Rodenbaugh Aquatics Center

Adjourn
Motion: Upon a motion by Member Brewer and a second by Member Kelley, the
Parks and Recreation Board voted five (5) for and none (0) opposed to
adjourn the meeting at 8:34 p.m. The motion carried.
