City Council, City of Allen

Present: Mayor Frank Dugger
Councilmen: Bob Lowman, H.C. Brooks, Jr., Clifford Hart and
Mickey Person.
Absent: C.D. Whitaker
Walter Hicks, City Engineer, and Director of Public Works, Jim Eaton,
appeared before the Council in reference to the trouble with the pump house.
It was Mr. Hicks opinion that the problem was caused by air in the line,
which entered the line when a leak was repaired.
Jim Eaton advised that his crew had tried to relieve any air that might be in
the line by opening all fire hydrants and and allowing them to run for a
great length of time.
[falter Hicks advised that it is possible that the air could have remained above
the opening because the fire plugs come into the line about halfway down.
Motion Bob Lowman Second Mickey Pierson that the City allow Mr. Hicks to
contact the contractor and get him back on the job as asoon as possible.
Motion carried 3 for 1 against. H.C. Brooks, Jr., voted against. His thoughts
were that the City should get an outside opinion from another engineering
firm.
