Min - Parks and Recreation Board - 2016 - 02/08 - RegularPARKS AND RECREATION BOARD BOARD MEETING MINUTES FEBRUARY 8, 2016 Parks and Recreation Board Present: Tricia Losavio, Chair Tom Cowart Paul Davidson Brittani Hayes John Holley Larry Holley Rodrigo Vizcamo Absent Baine Brooks, Council Liaison City Staff: Tim Dentler, Director, Parks and Recreation Department Brad Boroughs, Golf Course Superintendent, The Courses at Watters Creek Brian Bristow, Assistant Director, Parks and Recreation Department Came Cessna, Assistant Director, Parks and Recreation Department Laura Demos, Park Planner, Parks and Recreation Department Ann Marie Heiser, Recreation Services Manager, Parks and Recreation Department Jeff Holt, Golf Services Manager, The Courses at Watters Creek Matt McComb, Landscape Architect, Parks and Recreation Department Jennifer Robinson, Support Specialist, Parks and Recreation Department Call to Order and Announce a Quorum is Present With a quorum of the Parks and Recreation Board present, Chair Losavio called the meeting to order at 7:01 p.m. on Monday, February 8, 2016 in the Community Room of the Municipal Court and Parks and Recreation Administration Building at 301 Century Parkway, Allen, Texas. 1) Approve Minutes of the Monday, November 9, 2015 Regular Meeting Motion: Upon a motion by Member Davidson and a second by Member Larry Holley the Parks and Recreation Board voted seven (7) for and none (0) opposed to approve the minutes from the Monday, November 9, 2015 Regular Meeting. The motion carried 2) Recognition of Volunteers Parks and Recreation Board Minutes February 8, 2016 1 Page 2 Tim Dentler, Director, recognized volunteers Melanie Ralston and Andrea Calaban for their commitment to volunteering and for the many hours of service they have provided to the City. 3) Review of Greenbelt Usage Policy Draft Assistant Director, Brian Bristow, shared with the Board some of the recent challenges the department has been faced with concerning activities occurring in greenbelts. He then presented a draft of the proposed Greenbelt Usage Policy. After a short discussion, the Board decided to further review the draft and provide additional comments, following which staff will move forward with developing this policy and will provide an updated draft at the next meeting. 4) Review of CARE Program (Citizen Assistance for Recreation Experiences) Recreation Services Manager, Ann Marie Heiser, shared with the Board the history of the CARE program and recent trends. Staff is currently reviewing the program and will bring back recommended changes to a future meeting. A brief discussion regarding the Allen Parks Foundation's involvement with the collection of donations to the program and the processing of payments followed. This included the likely increase to the amount of funds dispersed, since the department would then receive payment for memberships and classes taught by staff. 5) Discuss Standards of Care for Day Care Exemption Assistant Director, Carrie Cessna, presented to the Board the need to adopt Standards of Care to operate CAMP Star, the summer camp program in place at Joe Farmer Recreation Center. Staff is currently working on these and will have them ready for review and approval at a special called meeting in Much. From there they will be brought before City Council for adoption in time for camp to begin on June 6, 2016. 6) Update of The Courses at Watters Creek Fees and Weather Damage Repairs Jeff Holt, Golf Services Manager and Brad Boroughs, Golf Course Superintendent, updated the Board on the status of Greens 16 and 17 damaged by excessive rains on November 2648, 2015. Construction is targeted to start around May 1, 2016 and hopefully the holes will be reopened in August. A $10 increase to the temporary fees for weekend and senior weekend rates, still well within the approved fees range, was discussed and will be implemented. 7) Update on Park Projects a. Watters Branch Park Staff continues to work with Dunaway Associates on the design drawings and hopes to have 95% drawings in the next several weeks. Items that are expected in Phase I are trail, four softball fields, restrooms, concession area and parking. b. Windridge Park Laura Demos, Park Planner, reported that the Pop Up Park held onsite at the future park location on Monday, November 23 was very successful. The Parks and Recreation Board Minutes February 8, 2016 Page 3 neighborhood all enjoyed the food and activities and provided great feedback on what they would like to see in the park. Topping the list were slides, swings, monkey bars and a basketball court. Laura then shared two concept designs that included these items. After a short discussion the Board asked that both concepts be further evolved and brought back for further discussion. c. Joe Farmer Recreation Center Bridge Renovation Repairs are needed to replace corroded metal parts of both entrance bridges at Joe Farmer Recreation Center. Staff is working with an engineering company to determine the best approach to these repairs. The contract for repairs will likely be brought to City Council for approval at the March 81h meeting. d. Ford Pool Renovation During the demolition of the existing pool, sand was discovered around the in - ground pool structure which may require additional engineering before construction on the new pool can begin. Additional updates will be brought to the next meeting. 8) Adjourn Tricia Losavio, Chair, Parks and Recreation Board Motion: Upon a motion by Board Member Cowart and a second by Board Member Vizcaino, the Board voted seven (7) for and none (0) opposed to adjourn the meeting at 9:19 p m.
