Min - City Council - 1976 - 05/20 - RegularREGULAR SESSION May 20, 1976 City Council, City of Allen Present: Mayor Frank Dagger Councilpersons: Bob Lowman, H.C. Brooks, Jr., Mickey Pierson, Eileen Tollett and Charles Chandler. Motion Bob Lowman Second Eileen Tollett that minutes of last meeting be approved as read. Motion carried 5 for 0 against. Public hearing was held on zoning request by Tom Cates to change property to O.C. Johnnie Enloe was the only one speaCing against. He said the only thing he was concerned about that this might be another unsightly building in his neighborhood. Motion Mickey Pierson Second Bob Lowman to approve request change. Notion carried 3 for 2 against. Tollett and Chandler against. Librarian Mary Tod asked for approval of new Library Board members, Suzanne Brooks, John Stover, Tom Brain and Candy Hargrove. Motion Bob Lowman Second Charles Chandler that these new board members be approved. Motinn carried 5 for 0 against. Dennis Miller of the Windridge Addition appeared about securing a building permit for a fence In his property. Mayor Dagger advised Mr. Miller that representatives from Texas Power and Light and Southwestern Bell Telephone would be at the next meeting. Mr. Miller said that he felt like he was getting a runaround and that he had already made 2 payments on his fence that was not yet constructed. Motion Mickey Pierson Second Bob Lowman to allow Windridge residents permits according to th41r deeds. Motion carried 5 for 0 against. Jan Call discussed the propsed water increase. She read several quotes where Councilmen had said that they were opposed to rates increases by certain utilities. The meeting was adjourned outside where several residents spoke in reference to the new water rates. After lenghty discussion, Motion by Bob Lowman Second Charlie Chandler that rate which was approved at last Council meeting be rescinded until further study could be made. Motion carried 5 for 0 against. Motion Mickey Pierson Second Eileen Tollett that Ron Endres, Winston Stallings, Hi Daugherty, Pete Yurgensen, Richard Belz, David Sandfort, Jonnie Enloe and ane Dals;.j be appointed as a Citizens Commission to study the water rate problem and try to come up with a new plan. Motion carried 5 for 0 against. Motion Mickey Pierson Second Bob Lowman that the Council meeting of Juen 17th shall be held at Rountree Elementary at 7:30 p.m.. Motion carried 5 for 0 against. Motion Bob Lowman Second Mickey Pierson that meeting adjourn into exedutive Session. L910 Motion carried 5 for 0 against.
