Call to Order and Announce a Quorum is Present.
With quorum of the Parks and Recreation Board present, Chair Johnson called
the meeting to order at 6:32 p.m. on Monday, December 11, 2023, at The Pavilion
at The Course at Watters Creek.
Action Items
1) Conduct Election of Officers for FY2023-24.
Chair Johnson opened the floor for nominations of Chair, Vice-Chair, and Secretary.
After a short discussion, the following motions were presented.
Motion: Upon a motion by Chair Johnson and a second by Secretary Hollingsworth,
the Board voted six(6) for and none(0) opposed to appoint John Holley as
Chair. The motion carried.
Motion: Upon a motion by Member Holley and a second by Chair Johnson, the
Board voted six (6) for and none(0) opposed to appoint Luke
Hollingsworth as Vice-Chair. The motion carried.
Motion: Upon a motion by Member Holley and a second by Secretary
Hollingsworth, the Board voted seven(7) for and none(0) opposed to
appoint Karen Simpson as Secretary. The motion carried.

2) Approve Minutes from September 25, 2023, Called Meeting.
Motion: Upon a motion by Chair Holley and a second by Member Brewer, the Parks
and Recreation Board voted seven(7) for and none(0) opposed to approve
the September 25, 2023, Called Meeting minutes as presented. The motion
carried. •
3) Review and Recommend City Council Adopt the ADA Transition Plan.
Kate Meacham, Director, reviewed the draft ADA Transition Plan, as well as the ADA
Policy Program and Activity Assessment Report.
Motion: Upon a motion by Member Brewer and a Second by Member Kelley, the
Board voted seven (7) for and none (0) opposed to Recommend City
Council Adopt the ADA Transition Plan. The motion carried.
Discussion Items.
4) Review Bark Yard Rules.
Kyle Benedict, Assistant Director, reviewed the general guidelines for the Bark Yard.
5) Review Updates to the Allen Sports Association Agreements.
Kate Meacham, Director, reviewed the proposed updates to the Allen Sports
Association Agreements.
6) Update of Ongoing Projects.
Kate Meacham, Director, gave an update on the following projects.
a. Stephen G. Terrell Recreation Center and Tour
b. The Bark Yard
c. Mo1n n Farm Trailhead
7) Items of Interest
a. Items for Future Agendas
b. Next Meeting—Monday, February 12, 2024
Adjourn
Motion: Upon a motion by Vice-Chair Hollingsworth and a second by Chair Holley,
the Parks and Recreation Board voted seven (7) for and none (0) opposed to
adjourn the meeting at 8:15 p.m. The motion carried.
