Min - City Council - 1977 - 02/17 - RegularREGULAR SESSION February 17, 1977 City Council, City of Allen Present: Mayor Frank Dugger Councilpersons: H.C. Brooks, Jr., Eileen Tollett, Charles Chandler and Mickey Pierson Absent; Bob Lowman Motion Pierson Second Chandler to accept minutes as read. Motion carried 4 For 0 Against. A Public Hearing was held to consider a Specific Use permit so as to allow North Texas Concrete to construct a Batch Plant on 2.484 acres in the Peter Fisher survey. One spoke against the location because of the traffic problems which he felt the trucks would create on 2170, to which Mr. Davidson brought out that he bad counted 26 concrete trucks of a competetor passing by that day. As to the location, Roger Poweel explained that we have limited locations for industry at this time. Others spoke for the business and the request was approved by a motion by Brooks and Second by Chandler to allow this request, which carried 4 For 0 Against. &4--4 iiJ-�O8 The report from Planning and Zoning was read by Mayor Dugger, which requested a public hearing on the following two items: 1. A zoning request from Bank Dickerson on 128 acres in the William Perrin Survey, Abstract #708, to change zoning from its present R2 -PD classification to LR and GI. The Commission recommended a Planned Development be added to each. A letter from Hank Dickerson, addressed to the Council, was then read requesting that his original request be granted, allowing the zoning of LR and GI. 2. A Special Exception in a R-16 zoning classification on Lot 2A Block 13 Whisenant Addition, was requested by T.H. Cundiff, Sr. for the operation of a Day Care Center. Motion Tollett Second Pierson to set March 3 as date for these Public Hearings. Motion carried 4 For 0 Against. Roger Powell, Chairman of Planning and Zoning gave a brief report concerning a Parks and Recreation Sub -Committee to be formed, in order to acquire new park sites and improve existing facilities. This Committee would also implement their part in the Land Use Study. A letter was read from Mrs. Elizabeth Robertson of the Walking R, which requested that an adjustment be allowed on their utility bill as they had had a huge bill, due to water pipes bursting during the cold weather. However, as the break was ca the outside and water had not gone through the sewer line, a motion was made by Tollett and Second by Pierson to charge the minimum on the sewer nortion. Motion carried 4 For 0 Against. The traffic problems caused by on the street parking by trucks was discussed and we are to check with Highland Park and Texas Municipal League for some guide lines on this problem. S Allen City Council Regular Session February 17, 1977 A progress report was given by Walter Bicks, the city engineer, on the drainage project and the street construction plans. Be advised that the work was progressing on the drainage project and the street and alley work would begin the 1st of April. Advertising for bids would being at once, with the bids being opened Wednesday, March 16. Bids were opened for the painting of the municipal buildings, with the following 2 bids: Kenneth Seabolt - $1560 Hubert Bardwell - 925 Motion Pierson Second Tollett to accept Bardwell's bid. Motion carried 4 For 0 Against. Motion Pierson Second Brooks to pay the bills as presented. 4 For 0 Against. Motion Brooks Second Chandler to adjourn. 4 For 0 Against.
