Min - City Council - 1977 - 04/07 - RegularREGULAR SESSION April 7, 1977 Present: Mayor Frank Dugger Cooncilpersons: H.C. Brooks, Jr., Eileen Tollett, Charles Chandler, Mickey Pierson and Bob Lowman Motion Pierson Second Tollett to approve minutes as read. Motion carried 5 For 0 Against. Walter Hicks, City Engineer, brought his recommendations regarding the Street Improvement project. He proposed that the City not concrete the S Curve on Allen Drive at this time, but cover with 2" asphalt which would save us approvimately $43,000. Motion Pierson Second Lowman to delete Allen hive from the bid and award this contract to Uvalde Construction Co. Motion carried 5 For 0 Against. George Anderson presented pictures of a sewer problem occuring on East Coats, as a result of the sewage line reaching capacity with the growth in Rolling Hills, and the fact that the houses in question on East Coats were below the level of the man hole. Mayor Dugger told Walter Hicks to give this problem top priority and to get it fixed with all rapidity. Walter said that be world get an over view of the situation and get back to the Council with the results of this study and with cost figures. Mr. Anderson felt that the City should compensate him for some damage done to his property and he was then advised to meet with the Council in Executive Session on the 21st to consider his request. Dale Williams of the Allen Sports Association came before the Council at the Council's request to clear up some complaints the Council had received,ioegarding ASA policies. The Mayor said most of the complaints he had received regarded why soccer was not a part of ASA and wkly the baseball fields were to be plowed up. Another complaint was the $5 fee the City had set up years ago, to cover the cost of the use of the fields. Mayor Dogger asked each Council member in turn as to their feelings regarding these problems. All members with the exception of Bob Lowman felt that the $5 fee should be dropped and Bob felt that it was the ASA's place to set the fees. Motion was made by Brooks and second by Pierson to drop the $5 charge. Motion carried. After much discussion regarding problems related to the baseball fields and mainly whether the adults or kids were to have top priority this summer, the Council stated once again that they wanted to stay out of the ASA problems and if they couldn't sit down together and do some compromising, then the City would ran it. Motion Pierson Second Lowman to stand behi.ad their original decision to stay out of it. Motion carried 5 For 0 A ainst. Bids were opened on the old fire truck with the following bids: John Brodhead $151.00 David Kerr 285.63 Buck Holmes 310.00 Motion Brooks and Second Pierson to sell the 1947 truck to Buck Holmes. Motion carried 5 For 0 Against. Allen City Council Regular Session April 7, 1977 The Plans were presented from Harold Penner of 409 Anna for a garage to be built so as to construct an airplane. Motion Lowman Second Pierson to table this request until the next meeting in order that Mr. Penner get letters from his neighbors regarding his request. Motion carried 5 For 0 Against. Motion Lowman Second Tollett to certify the elction, with the following votes received: Mervine 50 Perry 84 Farmer 233 Pierson 201 McClure 95 Matthews 71 Henry 67 Brooks 204 The results of this election gives Brooks and Pierson another term and Joe Farmer filling the vacancy of Bob Lowman. Motion carried 5 FOR 0 Against. Motion Pierson Second Lowman to allow Frank to be the voting delegate to the Council of Governments. Fire Marshall Bob Acker gave the results of his letter of inquiries to the State Board of Insurance. Bob was advised that as increased key rate reduction for our Bldg. Codes was received and would be effective August 1. Chief Hancock advised that he had received from Texas Municipal Leagues some on street parking ordinances; however, he felt that we were already covered as well as these and that we would continue to work with the ones we had. Motion made by Bob Lowman that when a vacancy arises on the Planning and Zoning Board that 3 names should be presented for nomination. Second Brooks. Motion carried 5 For 0 Against. Ronald Gentry reported that the construction on the fire station was at a standstill as it was going to take three months to get the brick. Motion Pierson Second Lowman to pay the bills. Motion carried 5 For 0 Agt. Ronald Gentry requested that Jimmy Eaton, Asst. Fire Chief be sent to the Fire School with pay and that this time away not be counted against his vacation time. Motion Brooks Second Tollett to grant his request. 5 For 0 Against. Motion Pierson Second Lowman to adjourn.
