Min - City Council - 1977 - 06/16 - RegularREGULAR SESSION Allen City Council June 16, 1977 Present: Mayor Frank Dugger Councilpersons: Mickey Pierson, Charles Chandler, Joe Farmer, Eileen Tollett, and B.C. Brooks, Jr. Motion Pierson Second Chandler to adopt the minutes as read. Motion carried 5 For 0 Against. From the recommendation of Planning and Zoning, a Public Bearing was held on the McCally property in the David Wetsel Survey, Abst. #977, for which a Special Exception request was made so as to allow a Day Care Center. None spoke against this request. Motion Pierson, Second Tollett to allow. Motion carried 5 For 0 Against. A4 o2/0 David Sandfort of the Volunteer lister Committe reported that they were working and felt hopeful that no increase would be necessary and asked for a work session for the following week. Jan Call discussed the recent action taken by the City in regards to the request that if more than one question was to be asked, that a weeks notice be given in order for the Council to resncnd, and the sudden discontinuance of the tra6.ition of allowing questions from the floor. After readiu;, House Bill X1796, she stated that she felt that it. clearly states that requests for specific infor:ation or questions about policy can be made by the public without having to appear on the agenda. Stan McWilliams, City Attorney, informed that House Bill 1796 was not a law as yet and would not be until August 29, if and when the Govenor should sign it. Farmer felt that the Mayor was in control of the meetings, and that he could set whatever rules be felt necessary, as long as he was not in violation of the State Legislation. Mayor Dugger said that he did not object to questions from the floor if they can be kept to a reasonable length of time. Joe Farmer said that the tenor of the questions in recent weeks were attacking, critical questions. Keiffer Harwell, Jaycee President announced their Annual Picnic and Citizen of the Year Award Day would be held July 9, at the Middle School Grounds. Motion Chandler, Second Tollett to prcclam this date. Motion carried 5 For 0 Against. adoption Bob Acker, Fire Marshall, tabled his presentation and possible of the Fire Codes. Motion Pierson Second Brooks to table in fairness o the Stand Operators for this year. 5 For 0 Against. The Prelimenary Study of Cottonwood Creek Sewer Line was tabled by a motion. from Tollett Second Brooks to allow time for study. Motion carried 5 For 0 Against. The Mayor opened the meeting for questions from the floor, with several people responding. Mrs. Caqueline wanted a copy of the Building Codes to see if her builder was in violation. The Mayor advised her that a copy was in the library. A discussion followed concerning the possibility of our becoming a Home Rule City and what kind of a Census is required and what can be classified as official census. The Executive Director of North Central Texas Council of Governments is to be contacted. Joe Farmer advised that he and Mickey Pierson visited the School Board meeting and the School Board was very receptive to forming a committee of two frau city, two from school and two from Planning and Zoning. The removal of the 2 abandoned construction offices were discussed. We are to contact the owners. Dale Morton is to be notified again that the old house must be torn down.
