Motion Brooks Second Andrew to approve minutes of
5 for o against.

previous meeting. Motion carried
Charles Crouch, engineer for the Fountain Park Hast Addition, presented their emended
preliminary plat, indicating 103 lots would have alloys with deed restrictions for only
rear entry homes. After some discussion and a desire expressed by the developer to
came to a meeting of the minds and bopefully agree on something to please everybody;
Joe Duncan suggested that they agree to develop all the streets free High Meador to
Rivererest with 15' easements and 10' Paving except where then were curvatures in the
alleys and that they be deed restricted to rear entrles.Motion Farmer Second Brooks that
they accept with the stipulation that it be accepted as amended; that the entire plat
from High Meador to Rivercrest have alleyswithwith 10' paving, except on the curvatures
(which would be agreed on by the eagineere; and be deed restricted to rear entries, and
that the area north from Righ Meadow to Exchange Pkwy be a non -alloy trype situation.
Motion carried with the vote of 3 for 2 against. (Andrew and Daugherty)
J.D. Buchassaa, city bondsman, reported to the council that the city was in a good
financial position and after reviewing cur abilities to be in the bond market, was in
the opinion that we could possibly issue 11 million in revenue bonds, as we had better
than 2 times coverage of our outstanding debt. Based on assessed valuations, could
issue 3 million in G.O. bonds. The council is to get Ron Fix to give guidance from
his outline to what he would view the most urgent needs in the Water, Street and Sewer
Study. Also the mayor felt that a study needed to be done as to what could be does to
enlarge the municipal building or whether to build elsewhere. Roger Powell is to
prepare a test agreement proposal for council's consideration in order that a study
comparable to the Water, Street and Sewer Study be done.
By a motion from Farmer Second by Andrew the City of Allen resolves to be an Equal
Opportunity Employer, and will abide by all rules, regulations, and laws required
by the EFA act. Motion carried 5 for 0 against.
Waiter Curtis, Tax Assessor, asked council's approval to purchase a plat cabinet
and vas authorised to do so.
Motion Andrew Second Brooks to pay the bills presented. Motion carried 5 for 0 against.
Council was asked by Rennie Gentry, Fire Chief that be be allowed to attend the State Fire
Convention is McAllen an a panelist and also, for his mea to go to the AAM Fire School in
June. The council gave their approval.
Mayor Pierson informed Bert Nettles of the Hillside Organisation that be had received an
estimate for construction of sidewalks in the areas where there were name. Mr. Nettle
said tbat. he would pass this word an at their meeting Jan. 23. He indicated that some
felt that the council was favoring some neighborhoods to which the mayor reminded him
that the largest portion of bead money had been spent in their neighborhood on streets,
alleys, etc. Joe Farmer told Mr. Nettle that he would attend the Tuesday might meeting to
interpret the point be had made at a previous meeting.
