Min - City Council - 1979 - 04/19 - Regulari5 -or CITY COUNCIL April 19, 1979 3 Present: Mayor M.B. Pierson Councilmen: Joe Farmer, Charles Chandler, Glem Andrew, H.R. Daugherty Rex Womack and Richard L. Chumbley Motion Andrew Second Chumbley to approve the minutes of the previous meeting. Motion carried 6 for 0 against (Joe Farmer had not arrived) A Public Hearing was held on the C.A. Richards Variance request to locate a church in LR zoning at 304 E. McDermott. Adjoining property owners present to object were Al McHalhaney, 304 Young; Ron McKinney, 305 Young; Arleigh Rogers, 302 Young; Mrs. E.B. Young, 300 Young; Mrs. Joe Cassady, 207 S. Cedar; and Mrs. 011ie Beddow, 307 Young. The common concern was that sbould care be parked on Young or McDermott, traffic would be obstructed. Mr. Benyola, Minister of the Church,essured the council that he would personally be responsible for making sure that no one parked on the street. The question was asked concerning the plans for surfacing the parking spaces and whether there might be a drainage problem as the result of the surfacing. After such discussion, a motion was made by Farmer, Second Daugherty, to table the decision on it, subject to the gatbering of engineering information, which the church can use in determining whether they can still purchase the property and whether it is still something even before the group. Motion carried 4 for 3 against. ( Chandler, Chumbley, Womack ) �� A Public Hearing was held on the possible closing of a portion of McDermott, in order that the school might be able to enlarge their facilities at the Middle School. After the engineering study was made, and the school had been informed of the cost to relocate the water and ewer lines in that area, Dr. Horn informed the council that the costs seemed prohibitive and asked that it not be closed strictly for school purposes. Mation Womack Second Andrew to drop the matter. Motion carried 7 for 0 against Due to a death in the family, there was no discussion concerning the request for information about a restaurant/private club. The final plat of the Triangle Shopping Center Phase I was presented. Some changes vhict had been made to comply with Ron Fix recommendations were: PVC sewer pipe and concrete pavement in the high service areas; however, the Highway Dept. had approvedtheir use of valley gutters, as planned. The mayor requested that some break areae be provided in Phase II, to prevent racing across the parking lot. Motion farmer Second Womack to approve this plat. Motion carried 7 for. Motion farmer Second Daugherty to adopt a resolution in support of an application by the School System for state funds to support a Comprehensive Program of Community Education. Motion carried 7 for Jim Williams of Wisembaker, Fix reported to the council that no bids had been received for the paving between Bonham and Federal and that they recommended it be included in a larger paving project, or they could readvertlse for bids. The mayor recommended that It be included in whatever the city lets out for bids after the bond election, am it would seem useless to advertise again. &VO Motion Farmer Second Andrew for the Mayor to continue as the voting representative to the Borth Central Texas Council of Governments. Motion carried 6 for, as the Mayor abstained. Motion Daugherty Second Chumbley to adopt a resolution authorizing the Mayor to execute a contract with the Offic of Traffic Safety, for a $12,500 grant, which we will partici- pate in with man boors. Motion carried 7 for. Jon McCarty brought to the council's attention that Bob Acker and Ron Gantry were aware of several violations to the Fire Code at the Bethany Park Apartments. Several members of the council strongly expressed that it should be red taged immediately and construction be stopped until all violations are corrected. Bob Acker is to notify him (David King). Jon also informed the council that Ron Fix had noted changes in the construction of Cottonwood Creek which had not been submitted to the council or P & Z. such as, buildings not where they were originally platted and the surfacing was not concrete as planned. The contractor is to be notified of these violations and that he is to request approval of these changes before work can be continued. Motion Andrew Second Chumbley to adjourn.
