Daugherty, Rex Womack, Richard Chumbley, Glen Andrew Meeting called to order by the Mayor, M.B. Pierson. Motion Andrew Second Farmer to approve the minutes of April 12th meeting; Motion Carried 6 For 0 Against A public hearing was held on the variance request from C.A. Richards to allow a Church in IR Zoning. Melvin January, who had performed the engineering study on this property presented the results to the council. The property will have 9 spaces for parking and 3 future spaces which will have a gravel surface. Several neighbors spoke against the variance request while Mr. Benyola contended that Young Street would not have to be used. Motion was made by Farmer Second Andrew to accept the request to grant a variance. 4 For 3 Against( Daugherty, Chandler, Chumbley) Del Morton Cancelled for the Council Meeting Agenda Jim Archer and Jubie Denton of Spring Valley Construction Company presented the revised site plan of Cottenvood Creek Shopping Center. The original plan was in approved in 1977 but revised in 1978 when the grocery store failed to materialize; however, these revisions had not come before the council. The original plan in- cluded a concrete parking lot but is now asphalte with the exception of the fire lanes. The mayor propeadd a break in the parking lot at the point where Wal-Mart lot meets the Phase I addition. Motion Farmer Second Womack to grant a request to approve the site plan. Motion Carried 7 For 0 Against. Motion Andrew Second Chumbley to set a Public Hearing for May 17 to consider a Bond Election. Motion Carried 7 For 0 Against. June 16 is being considered as a date for the election. The City has recleved notification of being awarded a grant in the amount of $5,675.00 which we will match inthe same amount, for the installation of a larger outdoor warning system. Bob Acker requested the council's permission to advertise for bids. Motion Daugherty Second Chandler to authorize Bob to advertise for bids for the purchase of a Civil Defense Warning System. Bob Acker also requested that he be allowed to apply for grant funds which are available to help support the Planning and Administrative cost of the Civil Preparedness Program, which is a 50/50 program. Motion Andrew Second Daugherty to authorize him to apply for P & A grant funds. Motion Carried 7 For 0 Against An emended contract from Wisenbaker Fix for the EPA Grant was presented. In March 1978, 8 other engineering firms were considered; however, after much delib- eration, the firm of Wisenbaker, Fix was selected. Motion Farmer Second Daugherty to authorize execution of the contract with Wisenbaker, Fix for the EPA Grant. Motion Carried 7 For Otgainst It was requested that General Government funds for Ambulance Contract Services which had been set up for payments to the City of McKinney for ambulance runs before our ambulance went into service,now be transferred to the Fire Dept. for ambulance supplies and equipment. Motion Andrew Second Chandler to transfer funds from General Government to the Fire Dept. for Ambulance Supplies. Motion Carried 7 For 0 Against. As the Police Dept needed to purchase a used pick-up for the Animal Warden, it was requested that the use of Revenue Sharing Funds be authorized. Motion Chumbley Second Womack to purchase the truck with Revenue Sharing Funds. Motion Carried 7 For 0 Against Motion Daugherty Second Farmer to adjourn. Motion Carried 7 For 0 Zgainst.
