Min - City Council - 1979 - 11/01 - Regular45 Ar REGULAR MEETING City Council November 1, 1979 Present: Mayor M.B. Pierson Councilmen: Joe Farmer, Charles Chandler, Rex Womack Glenn Andrew and Richard Chumbley. Absent: H.R. Daugherty The meeting was called to order by Mayor M.B. Pierson. Motion Chumbley Second Andrew to approve the minutes of the previous meeting with one amendment; Glenn Andrew being present. Motion carried 6 for 0 against. A Public Hearing was held on a request from Elizabeth Bratton to allow a pet shop in the Cottonwood Creek Shopping Center. Motion Andrew Second Chandler to approve the Special Exception request in the LR zoning. Motion carried 6 for 0 against. A Public Hearing was held on a request from Liz Moseley and the First Baptist Church to abandon an alley that runs north and south adjacent to the Moseley Supermarket. Motion Farmer Second Chandler to approve this request to abandon the alley. Motion carried 5 for 0 ahstaining. (Chumbley) Motion Womack Second Chandler to adopt Ordinance #280, an ORDINANCE PROVIDING FOR THE ABANDONMENT OF THE NORTH -SOUTH ALLEY LOCATED IN BLOCK 4 OF THE OLD DONATION FROM MAIN STREET TO BOYr STREE'1 IN THE CITY OF ALLEN AND COUNTY OF COLLIN, TEXAS, WITHIN THE LIMITS HEREINAFTER MORE FULLY DESCRIBED: PROVIDING FOR THE SALE AND CON- VEYANCE THEREOF TO ELIZABETH MOSELEY: PROVIDING FOR THE TERMS AND CONDITIONS OF THE ABANDONMENT AND CONVEYANCE MADE HEREIN: PROVIDING FOR THE CONSIDERATION TO BE PAID TO THE CITY OF ALLEN: PROVIDING FOR THE PAYMENT OF THE PUBLICATION FEE: AND PROVIDING AN EFFECTIVE DATE, and with $125 being inserted as the fee. Motion carried 5 for 1 abstaining. (Chumbley) Three bids were received for the Water & Sewer Department vehicle: Carter Chevrolet of McKinney - $4796.40 1979 model Dave Markley Ford of Dallas - no bid submitted Fischer Ford of McKinney - 5282.00 1979 model " " " " - 5591.00 1980 model Motion Chandler Second Womack to accept Carter Chevrolet bid at $4796.40. Motion carried 6 for 0 against. Five bids were received on the water line to be laid from Hillside to the west side of Highway 75 and they were: Alternate "A" Cole Williams, Inc. Dallas #730,175 Eagle Ford Const. Dallas 746,410 Dickerson Const. Celina 796,700 Cullum Const. Dallas 828,390 Panhandle Const Lubbock 843,485 Motion Farmer Second Chumbley to accept the recommendation of the Engineer and City Manager and award the contract #790701 to Cole Williams for alternate A. Motion carried 6 for 0 against -on this approximate 6 month project. Motion Womack Second Chandler to contract with Ron Fix to provide an inspector at the rate of $3000 per month during construction. Motic carried 5 for 1 against. (Farmer) 40f Ron Fix requested permission to begin the plans and specs for Allen Dr. and include with contract #790702. Motion Womack Second Chumbley that the City authorize Mr. Fix to draw specs for the resurfacing of Allen Drive, 37' wide, to be located along the present location of the existing streets and to include with contract #790702. Motion carried 5 for 1 against. (Andrew) Recognition was given to Vertries Richardson upon his retirement as Building Inspector for the City of Allen for the past 10 years. A plaque was presented by the Mayor in appreciation for his years of service. The process for architect selection was discussed by Jon McCarty. Names will be presented at a later date for final selection . Possible agenda items for the November 8 joint meeting of the council and school board were discussed. Motion Farmer Second Chumbley to authorize expense incurred above the amount budgeted in the 1979 and 1980 budgets and to allow payment from the 1979 G.O. Bond Funds, for the renovation of the old council cham�bars. Motion carried 6 for 0 against. In regard to the calender for the next month, a motion was made by Andrew Second Womack to set November 22 and 23 as Thanksgiving Holiday for city employees, joint meeting with school board November council meeting November 15 and to interview prospective architects December 1.
