A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ADOPTING A POLICY TO FOLLOW ON WAIVING FEES AT
SCHOOL SITES, PROVIDING A REPEALING CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council recognizes the vital relationship between the City of Allen and independent
school districts, and desires to cooperate to the extent possible to not cause tax increases on common citizens;
and,
WHEREAS, the City Council adopted Resolution No. 1596-0-98(R) waiving various development fees; and,
WHEREAS, Water and Sewer impact fees are needed to construct and finance the required common
infrastructure of the water and sewer system; and,
WHEREAS, roadway impact fees are needed to construct and improve roadway facilities; and,
WHEREAS, Allen Land Development Code does not exempt governmental entities from impact fees; and,
WHEREAS, the Allen Land Development Code, and the City Building Code do not exempt governmental
entities from inspection fees; and,
WHEREAS, the City relies on impact and inspection fees to supplement tax revenues, to reduce the tax
' burden to its citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1. Water and Sewer impact fees shall be charged and collected for property owned by
independent school districts, similar to other entities, at the time of application of the water meters.
SECTION 2. Roadway impact fees shall be charged and collected for property owned by independent
school districts, similar to other entities, at the time of issuance of a building permit.
SECTION 3. Regular building inspection fees and reinspection fees for construction of independent school
district facilities shall be waived.
SECTION 4. Health Permit and Health Permit Renewal fees shall be waived for independent school district
facilities.
SECTION 5. Regular fees for zoning, platting and site plan review for property developed by an
independent school district shall be waived for school facilities.
SECTION 6. Inspection fees for roads to be constructed immediately adjacent to an independent school
district, and inspection fees for all public utilities and storm sewers on independent school distnct sites shall be
waived when constructed in conjunction with independent school district facilities.
SECTION 7. Sign permit fees shall be waived for independent school district facilities.
SECTION 8. Except as otherwise provided in this Resolution, all other City fees for independent school
districts shall remain in effect and be assessed as required.
' SECTION 9. All provisions of the Resolutions of the City of Allen, Texas, in conflict with the provisions of
this Resolution be, and the same are hereby, repealed, and all other provisions not in conflict with the
provisions of this Resolution shall remain in full force and effect.

SECTION 10. This resolution shall take effect immediately upon its passage.
