MOTION: Upon a motion made by Mayor Pro Tem Farmer and seconded
by Councilman Womack, the Council voted 5 - 0 to approve
the minutes of the March 4, 1982 Regular Session of the
Allen City Council. The motion carried.
Approval of a Temporary Sign Permit
First Baptist Church
204 E. Main Street (Agenda Item III)
Acting in the capacity of the Sign Control Board, the
City Council considered a request from the First Baptist Church,
204 E. Main Street, for a temporary sign permit to erect two (2)
3' x 4' signs, at a height of 6', to advertise for the Texas
Baptist 1982 Simultaneous Revivals on March 28th and April 2nd.
The signs would be erected on March 20, 1982 through April 2,
1982. The signs met all of the requirements of the Sign Ordinance.
MOTION: Upon a motion made by Councilman Womack and seconded
by Councilman McClure, the Council voted 6 - 0 to approve
the request for a temporary sign permit for the First
Baptist Church, 204 E. Main Street, as presented.
(Councilman Andrew had arrived at the meeting.) The
motion carried.

proposed park and
recreation
fee structure had been omitted
from the minutes.
The City
Secretary advised that the motion
was omitted due to
the lack
of a second to the motion.
MOTION: Upon a motion made by Mayor Pro Tem Farmer and seconded
by Councilman Womack, the Council voted 5 - 0 to approve
the minutes of the March 4, 1982 Regular Session of the
Allen City Council. The motion carried.
Approval of a Temporary Sign Permit

Acceptance of the Resignation of
Tom Inkman, Place No. 2 on the
Planning & Zoning Commission; and
Consideration of an Appointment to
Fill the Vacancy on Place No. 2 of
the Planning and Zoning Commission (Agenda Item IV)
s Mayor Pierson read the letter of resignation from Tom Inkman,
�y Commissioner in Place No. 2 of the Planning and Zoning Commission,
into the record. (See Attachment No. 1)
MOTION: Upon a motion made by Councilman Paxton and seconded
by Councilman Womack, the Council voted 6 - 0 to
accept the resignation of Tom Inkman from the Planning
and Zoning Commission. The motion carried.
The Council discussed making an appointment to Place No. 2
on the Planning and Zoning Commission to fill the vacancy created
by Mr. Inkman. In the discussion, Council suggested contacting
the people on the data sheet forms retained by the City Secretary
to see if they are still interested in serving on the Commission,
advertising in "The Allen American" for additional data sheet
forms from interested residents, and the urgency of making the
appointment at this time.

It was the consensus of the City Council to have the City
Staff place the appointment to Place No. 2 on the Planning and
Zoning Commission on the agenda for the City Council meeting of
April 1, 1982.
Issuance of Ballots for City
Council Election on April 3, 1982 (Agenda Item V)
City Secretary Marty Hendrix advised the Council that
the issuance of ballots for the City Council Election to be
held on Saturday, April 3, 1982, must be entered into the
City Council Minutes per the requirements of the Texas Election
Laws.
MOTION: Upon a motion made by Councilman McClure and seconded
by Councilman Womack, the Council voted 6 - 0 to
approve issuance of the official ballots for the
City Council Election to be held on April 3, 1982,
as required by the Texas Election Laws, Article 6.09(a)
and (b), as follows:
Polling Place Serial Numbers
Absentee 001 - 100
Regular - Rountree 101 - 2500
Elementary
School
The motion carried.
Review of Police Grant Program (Agenda Item VI)
City Manager Jon McCarty advised the City Council of four
(4) applications for law enforcement grants that the Allen
Police Department will be applying for through the North Central
Texas Council of Governments, with final approval from the
State Criminal Justice Division.
The grants being applied for are for crime scene and
identification equipment, tapelogging equipment installation,
communications improvement program and crime prevention program.
The crime prevention program would include one (1) additional
personnel to the Police Department.

Review of Police Grant Program (cont'd) (Agenda Item VI)
Mr. McCarty reviewed with the City Council the proposed
grant requests and advised that the City Staff would be coming
before the Council at a later date to seek the Council's
approval of the City's portion of the grants that have been
approved by the Criminal Justice Division. The applications

for the grants have been prepared and are being forwarded to
the North Central Texas Council of Governments for review and
prioritizing.
There was no action taken on this item.
Police Report - February, 1982 (Agenda Item VII)
The City Council briefly reviewed the Allen Police Depart-
ment Consolidated Summary of Activities for the month of
February, 1982.
In order to put this report into perspective, the
Council requested that the Chief of Police provide the reports
from the previous year so that a comparison can be made of the
statistics contained in the report.
There was no action taken on this item.
Merit Pay Plan
City Manager Jon McCarty advised the City Council that
as authorized in the budget preparation, it was time to evaluate
eligible employees for their merit pay. The City Department
Heads were in the process of completing evaluations on their
employees, with the merit payments to be prepared on April 1st.
In discussion on the merit pay plan, the Council requested
that the City Staff prepare some statistics on these evaluations
which will provide a distribution curve of performance levels, etc.
City Manager McCarty advised the Council that these statistics
would be prepared since the merit pay plan has now been in
effect for two years and will be available to the Council at a
pre -budget workshop to be held in June.
It was the consensus of the City Council to direct the
City Staff to schedule perhaps two executive sessions for the
next Council Meeting, one session before the regular meeting
and one session after the regular meeting, in order to discuss
the evaluations for Council -appointed personnel.
General Discussion
Councilman McClure provided the City Staff with an article
on recent recalls of appliances manufactured by Whirlpool.
Since the new appliances in the Fire Station No. 2 were Whirlpool,
he felt this article might be important to note.
Councilman Paxton requested that the City Council consider

holding several joint workshops with the Planning and Zoning Com-
lmw�
mission, in perhaps April and May, to master plan what the City's
target goals are going to be for development of the City for the
next three to five years.
There was considerable discussion among the Council on
Councilman's Paxton request.
Mayor Pierson provided the Council with a copy of a pro-
posed traffic flow pattern of several main streets within the
downtown area of the City of Allen, making them one-way streets.
This proposed plan is intended as a possible solution to the
traffic problems the City is experiencing on these streets.
The plan was provided for the Council's review and information.

MOTION: Upon a motion made by Councilman McClure and seconded
by Councilman Womack, the Council voted 6 - 0 to
adjourn the regular session of the Allen City Council
at 6:31 P.M. The motion carried. (Mayor Pro Tem Farmer
left the meeting at 6:25 p.m.) (Councilman Daugherty
had arrived at 6:00 p.m.)
