' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ENCOURAGING CITIZENS TO VOTE ON PROPOSITION 15
ON THE NOVEMBER 6, 2001, STATE BALLOT WHICH WILL, IF PASSED BY
TEXAS VOTERS, ESTABLISH THE TEXAS MOBILITY FUND; AND PROVIDING
FOR THE EFFECTIVE DATE THEREOF.
WHEREAS, Sen. Florence Shapiro and Rep. Clyde Alexander sponsored legislation leading to the
proposal of Proposition 15 on the November 6, 2001 state ballot; and,
WHEREAS, Proposition 15 is "Proposing a constitutional amendment creating the Texas Mobility Fund
and authorizing grants and loans of money and issuance of obligations for financing construction,
reconstruction, acquisition, operation, and expansion of state highways, turnpikes, toll roads, toll bridges, and
other mobility projects"; and,
WHEREAS, Texas has the largest state -maintained highway system in America with over 79,000 miles of
roadway, yet ranks 47' in per -capita spending on highways; and,
WHEREAS, in 1960, one-third of the state's total budget was devoted to transportation while today, only
one -twelfth of the state's budget is devoted to building roads; and,
WHEREAS, at present spending levels, Texas cannot maintain the present system and keep up with an
expected 45-50% increase in congestion over the next 15-20 years; and,
' WHEREAS, mobility is fundamental to Texas' quality of life and economic vitality, including attracting
new businesses and generating new jobs; and,
WHEREAS, additional funding for state transportation projects is greatly needed, but unavailable through
general revenue; and,
WHEREAS, Proposition 15 would not fully fund the state's transportation needs but it would significantly
contribute to efforts to meet those needs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1: The City of Allen encourages citizens to vote on Proposition 15 that will establish the Texas
Mobility Fund.
SECTION 2. This Resolution shall become effective immediately from and after its passage.
