Daugherty (arrived at 6:15 p.m.) Don Rodenbaugh Ward Paxton Dennis Offutt Absent: Mickey Pierson, Mayor City Staff: Jon McCarty, City Manager Marty Hendrix, City Secretary Bill Petty, Building Official The called - special workshop session of the Allen City Council was called to order by Mayor Pro Tem Farmer at 5:40 p.m. on Monday, May 10, 1982, at Rountree Elementary School, 800 E. Main Street. The City Staff posted the charts of the "key items" for planning and development as proposed by each Council .M%W Member at the last workshop session. The Council reviewed the charts and discussed setting about to develop some policies for planning and development for the City of Allen. The proposed policy categories recommended by the Council were residential, industrial, commercial, open space (recreational), and procedures. The Council took each policy category, reviewed it, dis- cussed it, and set up guidelines for such as outlined below: I. Residential A. Establish percentage targets for housing densities on a yearly basis. Proposed target percentages for 1990 include: R - 2 88 R - 3 338 R - 4 248 f R - 5 208 greater than R - 5 158 B. Promote ranch estates type development. II. Industrial A. Place industrial tracts within the city limits and the Allen Independent School District. B. Identify two or more industrial tracts and promote developments. (300 - 500 acres each) I)q ALLEN CITY COUNCIL May 10, 1982 Page 2 III. Commercial A. No strip zoning for commercial development. B. Promote higher levels of commercial zoning around residential areas. s Due to the nearness of the time limit on this meeting, the Council concluded their discussions on the policy categories with the commercial developments, and discussed setting the next work shop session for the remaining categories. The City Council requested that the City Staff prepare a square footage chart of existing housing (excluding the Old Donation) within the City of Allen and to categorize those as they would apply to each of the residential zoning districts by housing size. The Council also requested that City Staff prepare some examples of policies,for their review,as shown in the City of Irvine, California, Comprehensive Plan.
