The Called - Special Workshop Session was called to order
by Mayor Pierson at 6:50 p.m. on Wednesday, June 2, 1982, at
Rountree Elementary School, 800 E. Main Street.
This called - special workshop session was scheduled by
the City Council to continue their discussions on matters per-
taining to planning and development in the City of Allen both
for now and the future.
The City Staff had posted the charts of the "key items"
for planning and development as proposed by each Council Member
at previous workshop sessions, as well as the five (5) policy
development categories.
City Manager Jon McCarty briefly reviewed the work that
had been done at the last workshop session held on May 10, 1982.
City Manager McCarty then presented to the Council a
packet of information and research that the City Staff had
prepared per the Council's request. The packet contained charts
showing the square footage of existing housing in the City and
as they would apply to each of the residential zoning districts
by housing size; examples of policy statements from the City of
Irvine, California, the City of Austin, Texas, and the City of
Denton, Texas; as well as a summary taken from "Principles and
Practice of Urban Planning" which is published by the International
City Management Association.
Mr. McCarty reviewed these items with the Council and the
Council discussed various aspects of the policies.
The Council discussed at length the need for quality apart-
ments, criteria for ranch estates development, indicating per-
centages for apartments and ranch estates development in the
residential policies, distribution of development being done
equally on the east and west sides of Allen, and submission of
site plans for an entire tract of land to be developed and not
on a piecemeal basis.
City Manager McCarty advised the Council of the percentages
of housing size now existing in Allen as follows:

The Council discussed these percentages and the comparison
of them to the target housing densities proposed in the residential
policy statement.
From their discussions, the Council added the following to
the residential policies as item C:
"Distribution of housing as suggested in items
A & B applies to all land in the corporate limits
and the extraterritorial jurisdiction."
Mr. McCarty advised the Council that per the five (5)
policy statements, "what items" had been stated, except in state-
ments 4 and 5, and that perhaps "action items" could be proposed
in order to address and reach those goals. The City Staff would
develop "action items" for their review.
Mr. McCarty also advised the Council that the City Staff
was currently working on the survey of design criteria comparisons
with other cities and hopefully it would be ready by June 17th.
In further discussions, the Council also requested that the
City Staff provide some guidelines for ranch estates development,
research and provide information on the submission of a site plan
for an entire zoned tract of land in order to eliminate the sub-
missions on a piecemeal basis, and research or survey other cities
to find out whether masonry is commonly used on the exterior of
buildings, or whether other materials are be substituted.
With no further discussion, the called - special workshop
session was adjourned at 9:15 p.m.
