The called - special workshop session was called to order
by Mayor Pierson at 7:10 p.m. on Thursday, July 22, 1982, in
the Library at Rountree Elementary School, 800 E. Main Street.
Mayor Pierson advised that this called - special workshop
session had been scheduled in order for the City Council to
meet with representatives of Joe M. Nall and Associates, consultants
who had prepared the Water and Sewer Rate Study, and to review and
discuss the study and the proposed increase in water rates and
decrease in sewer rates.
Mr. Nall spoke before the Council on the background of his
firm, information gathered for the study, how the study was pre-
pared and the results of the study.
Mr. Nall reviewed with the City Council the Water and Sewer
Utilities Cost of Service Study, dated April, 1982, that was pre-
pared by his company.
The Council discussed with Mr. Nall the need to include the
costs of future growth and future usage of the water system in
the proposed rate, reviewing the water and sewer rates on a yearly
basis instead of trying to project for several years, and changing
Exhibit No. 11 of the study to add in depreciation costs, and
deduct principle payments for the
years shown.
Councilman Rodenbaugh had prepared a chart of water rates
of the neighboring cities around Allen for comparison with the
present and proposed water rates for Allen. The Council reviewed
those with the consultants and discussed the variations.
Mayor Pierson recessed the meeting at 9:00 P.M. The meeting
reconvened at 9:15 p.m.

The City Council discussed at length the administrative
expenses pertaining to the water and sewer department and the
proration of such.
In conclusion, the Council advised the City Manager of
several changes to be made in Exhibit No. 11 in order to add in depre-
ciation costs and deduct principle payments for the years shown
and with those changes prepare new rate schedules using the
Alternate Rate Schedule II. The City Manager is to provide these
changes for the Council's review and study prior to the budget
retreat in August.
MOTION: Upon a motion made by Mayor Pro Tem Farmer and seconded
by Councilman Daugherty, the Council voted 9 - 0 to
adjourn the called - special workshop session at 10:26 p.m.
The motion carried.
These minutes approved on the 5th day of August
1982.
