The Called - Special Workshop Session of the Allen City
Council was called to order by Mayor Pierson at 7:39 p.m. on
Thursday, September 23, 1982, at Reed Elementary School,
1200 Rivercrest.
A discussion was held by the City Council on development
in the City of Allen and it was the opinion of the City Council
that review and discussions on development should flow through
the city staff to the Planning and Zoning Commission prior to
consideration by the City Council.
The called - special workshop session was scheduled by the
City Council in order to review and discuss the proposed capital
improvements program for the City of Allen as well as the pro-
posed sale of bonds to fund these projects.
Using overhead transparencies, City Manager Jon McCarty
reviewed with the Council the approved capital improvement
projects either in progress or complete and the amount of bond
funds expended on them as of September 14th. Those projects
included various street improvements, Service Center/City Hall
Annex, Police Facilities, Fire Facilities, Library Facilities,
and various park projects. Mr. McCarty also provided estimated
cost figures for completion of the projects in progress.
Mr. McCarty then reviewed the proposed capital improvement
projects to be funded with the remaining $2.88 million in bonds
yet to be sold. Those projects consisting of various street
improvements, City Hall facilities, fire fighting facilities,
and various park and recreation facilities. Mr. McCarty provided
the proposed costs of these projects and available bond funds for
such.
During the review process, the Council discussed construction
of Park Place and proposed assessments of adjoining property owners,
the street assessment policy for the city at the present time, and
the prioritizing of the street projects proposed.
Mr. McCarty reviewed with the Council the proposed selling
of the remaining $2,880,000 in general obligation bonds at this
time, the schedules of bond indebtness and the economic impact on
the tax rate.

There was considerable discussion by the Council on the
percentage of revenues of the City used to just pay the interest
on the bond funds now.
In addition, the Council discussed the tax rate increasing
considerably in the future if the entire $2.88 million in bonds

are sold at this time, the percentage used for payment of interest
von existing bonds and future bonds, prioritizing of capital
improvement projects to reduce amount of bond sales, and selecting
capital improvements on an existing need basis.
Mayor Pierson recessed the workshop session at 9:25 p.m.
The meeting reconvened at 9:45 p.m.
The Council then reviewed again the proposed capital improve-
ments programs starting with streets and prioritized them on an
as needed basis.
By consensus, the Council proposed the following capital
improvement program for the City of Allen as follows:

School to Jupiter Road)
2. Jupiter Road (F.M. 2170 to Bridge) $320,000
(just two lanes of paving)
3. Neighborhood Streets Resurfacing - $200,000
to be determined by a street

Total bonds to be sold: $610,000

Interior Furnishings of City Hall $ 35,000
