After enjoying a delightful dinner prepared by Councilman
and Mrs. Ward Paxton, the called - special joint workshop session
was called to order by Mayor Pierson at 7:05 p.m. on Monday,
November 1, 1982, at 200 Watson Drive.
City Manager McCarty advised the members present of the out-
line prepared for discussion items and that copies of the develop-
ment policy statements had been also distributed.
■ Initial discussion centered around the use of the Master Plan
in the planning, development and decision making by the Planning
and Zoning Commission and the City Council. Discussion also
included the history behind the preparation of the existing Master
Plan by Sam Wyse, updating of this Master Plan or perhaps an
entire revision, and a proposed workshop for both bodies to review
in detail what the existing Master Plan contains and what areas
of it need to be revised and updated. It was the consensus of
the City Council and the Planning and Zoning Commission that a
new or revised Master Plan is needed.
There was considerable discussion on receiving input from
individuals, organizations and groups for the development of the
Master Plan. Suggestions were made of calling a town meeting,
sending out random questionnaires to Allen residents, or estab-
lishing various committees to receive input on the Master Plan.
It was pointed out that develop objectives should be clarified
first of all and then ways to receive input can be decided upon.
A recommendation was made to establish a subcommittee of
the City Council and the Planning and Zoning Commission to work
on details of development objectives for the Master Plan. The
following individuals volunteered to serve on that subcommittee:
Mayor Pro Tem Joe Farmer Commissioner Jim Wolfe
Councilman Don Rodenbaugh Commissioner Bobby Glass
Councilman Dennis Offutt
Bill Petty, Director of Community Development, will provide city
staff support to this subcommittee.
Further discussion centered on the Frank Osgood Report and
the use of it with the existing Master Plan. There was considerable
discussion on the interpretation of how the report should be used
by the Planning and Zoning Commission and the City Council and
what parts of it the Planning and Zoning Commission felt were
useful. It was pointed out that there were similarities between
pages 7 and 8 of the Osgood Report and a portion of the development
policy statements prepared by the City Council.

In conclusion, the City Council requested that the Planning
and Zoning Commission review the development policy statements
and provide input on the policy statements back to the City Council.
By consensus, a called - special joint meeting of the City
Council and the Planning and Zoning Commission was scheduled for
Monday, November 29, 1982, with the time and place to be determined
by the city staff, to continue this discussion.
Bill Petty, Director of Community Development, passed out
sample materials to the members present on criteria for "ranch
estates" development, which had been obtained from various cities
in the metroplex for the members' review.
The meeting was adjourned at 9:56 p.m.
