The called - special emergency meeting of the Allen City
Council was called to order by Mayor Pierson at 7:48 p.m. on
Thursday, January 13, 1983, in the Allen Public Library, located
at 102 Allen Drive.
Items Related to the Proposed
Development of Outlet Shopping
Mall at U. S. 75 and S. H. 121 (Agenda Item II)
Mayor Pierson advised the Council of a joint meeting between
the city staff and the developers proposing an outlet mall shopping
center to be located at the southwest corner of U. S. 75 and State
Highway 121.
Mayor Pierson advised of the participants in the company,
the type of mall proposed, the size, volume of business they
project in this area, and the amount of sales tax revenue that
will be generated for the city.
Jon McCarty then presented a map and reviewed with the Council
the location ofthe .property and all of the aspects of this site
as seen by the developers.
Mr. McCarty then reviewed the proposals to provide utilities,
such as water and sewer, to this site and what options the city
had to work out with the developers on the utilities and the costs
for construction.
The Council reviewed the photographs provided by the developers
of other malls they have constructed in the country and discussed
the water and sewer utilities that needed to be provided to the
site, if there was a need for an additional water tower, the need
for a lift station, the costs for these utilities and how the
construction would be paid for, the additional services of the
city required for this site such as police and fire as well as
building inspectors, the traffic situation in this area and the
proposed ingress/egress, and timeframe for construction.
MOTION: Upon a motion made by Councilman Daugherty and seconded
by Councilman McClure, the Council voted 6 - 0 to instruct
the staff to pursue the proposed development of the outlet
shopping mall based upon the following: (a) this proposed
development should be encouraged, (b) that water and sewer
utilities should be provided from existing city facilities,
that being the 24" water line at F.M. 2170 and U. S. 75
and sewer from the existing sewer line located between
Rowlett Road and Stacy Drive, (c) the developer would incur
all initial costs for providing utilities and that the
repayment for off-site utilities would be handled by a
pro -rata charge and payment from new sales tax generated
from the development. The motion carried.

Setting Public Hearings
on Proposed Annexations (Agenda Item III)
City Manager Jon McCarty reviewed with the City Council the
process for voluntary and involuntary annexation of property
and the dates proposed to meet the requirements of such.
Mayor Pierson advised the Council of the action taken by
the City of McKinney recently and the fact that they are trying
to annex this property and have set the public hearing dates.
City Manager McCarty advised the Council that city staff would
like to pursue the voluntary annexation of the outlet mall site
and had received the petition requesting annexation today. Mr.
McCarty provided copies of the request to the Council.
Councilman Rodenbaugh advised the Council of his conversations
with the Mayor of McKinney and the facts surrounding the boundary
settlement with the City of Fairview and a letter indicating a
boundary agreement between the City of Allen and the City of
McKinney.
City Manager McCarty presented a map and indicated other
properties that the city staff wanted to pursue for voluntary
annexation on the west side of U. S. 75, rather than have to
involuntary annex these properties.
There was considerable discussion on the actions of the
McKinney City Council and the annexation process regarding
voluntary and involuntary annexations.
MOTION: Upon a motion made by Mayor Pro Tem Farmer and
seconded by Councilman Rodenbaugh, the Council
voted 6 - 0 to set the public hearings for the
E-Systems property on February 3, 1983 at 11:30 a.m.
for the on-site public hearing and for 7:30 p.m.
at the regular City Council meeting, and to direct
the city staff to schedule the other public hearings
on the other properties in question as they are
required, in accordance with the recommendations
of the City Manager. The motion carried.
Adjournment
MOTION: Upon a motion made by Councilman Daugherty and seconded
by Councilman McClure, the Council voted 6 - 0 to
adjourn the called - special emergency meeting of the
Allen City Council at 9:50 p.m. The motion carried.
These minutes approved on the 20th day of January
