AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES, BY AMENDING
CHAPTER 2, ARTICLE VB ADMINISTRATIVE DEPARTMENTS, DIVISION 6
PUBLIC WORKS DEPARTMENT, SECTION 2-151 BY DELETING THE PUBLIC
WORKS DEPARTMENT IN ITS ENTIRETY AND CREATING A COMMUNITY
SERVICES DEPARTMENT AND ESTABLISEING DUTIES AND
RESPONSIBILITIES; BY ADDING SECTION 2-181 CREATING AN
ENGINEERING DEPARTMENT AND ESTABLISHING DUTIES AND
RESPONSIBILITIES; BY ADDING SECTION 2-191 CREATING A PLANNING
DEPARTMENT AND ESTABLISHING DUTIES AND RESPONSIBILITIES; BY
ADDING SECTION 2-201 CREATING A MANAGEMENT INFORMATION
SYSTEMS DEPARTMENT AND ESTABLISHING DUTIES AND
RESPONSIBILITIES; BY REPEALING ARTICLE I, SECTION 12-1 OF CHAPTER
12; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A REPEALING
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the amendments provided herein to create the positions in the 1998-99 fiscal year budget shall
have no monetary impact to the 1998-99 fiscal year budget; and,
WHEREAS, the City Council, upon full consideration of the matter, is of the opinion that the amendments
provided herein and hereinafter set forth is proper and should be approved and adopted;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS:
SECTION 1. That Chapter 2, Article VI Administrative Departments, Division 6, Section 2-151 Public
Works Department of the Code of Ordinances of the City of Allen, Collin County, Texas, be and the same
is hereby amended in its entirety, to read as follows:
"DNISION 6. COMMUNITY SERVICES DEPARTMENT.
Sec. 2.151. Community Services Department created.
There is hereby created a Community Services Department to perform the
following municipal operations: street maintenance and reconstruction, street sweeping and
creek maintenance, sanitation and recycling, public buildings, utilities (billing), and such
other municipal operations as may be added with the growth of the City upon
recommendation of the City Manager, with the approval of the City Council. The
Community Services Director shall supervise and be responsible for the functions and
operations of the Community Services Department. The director, shall, with the approval
of the City Manager, appoint and remove employees of said department and shall perform
' such other duties as may be required of the director by the City Manager. The Community
Services Director shall be appointed by the City Manager for an indefinite tem."
SECTION 2. That Chapter 2, Article VII Administrative Departments of the Code of Ordinances of the
City of Allen, Collin County, Texas, be and the same is hereby amended in part to add Division 9
' Engineering Department, to read as follows:
"DIVISION 9. ENGINEERING DEPARTMENT.
Sec. 2-181. Engineering Department created.
There is hereby created an Engineering Department to perform the following
municipal operations: plan review and administration of projects, design, drafting and
survey, construction inspection, transportation engineering (traffic), environmental
engineering (drainage; NPDES), and such other municipal operations as may be added with
Ore growth of the City upon recommendation of the City Manager, with the approval of the
City Council. The City Engineer shall supervise and be responsible for the functions and
operations of the Engineering Department. The City Engineer, shall, with the approval of
the City Manager, appoint and remove employees of said department and shall perform
such other duties as may be required of the director by the City Manager. The City
Engineer shall be appointed by the City Manager for an indefinite term."
SECTION 3: That Chapter 2, Article VE Administrative Departments of the Code of Ordinances of the
City of Allen, Collin County, Texas, be and the same is hereby amended in part to add Division 10
Planning Department, to read as follows:
"DIVISION 10. PLANNING DEPARTMENT.
' Sec. 2-191. Planning Department created.
There is hereby created a Planning Department to perform the following municipal
operations: current planning (zoning; plating), long tens planning (Strategic Planning,
Census, Comprehensive Plan), GIS development, grant development and administration, and
such other municipal operations as may be added with the growth of the City upon
recommendation of the City Manager, with the approval of the City Council. The Planning
Director shall supervise and be responsible for the functions and operations of the Planning
Department. The director, shall, with the approval of the City Manager, appoint and remove
employees of said department and shall perform such other duties as may be required of the
director by the City Manager. The Planning Director shall be appointed by the City Manager
for an indefinite term."
SECTION 4. That Chapter 2, Article VE Administrative Departments of the Code of Ordinances of the
City of Allen, Collin County, Texas, be and the same is hereby amended in part to add Division 11
Management Information Systems Department, to read as follows:
"DIVISION 11. MANAGEMENT INFORMATION SYSTEMS DEPARTMENT.
Sec. 2-201. Management Information Systems Department created.
There is hereby created a Management hmfonmation Systems Department to perform
' the following municipal operations: AS400 (main frame), personnel computer network
support, software program developmentlsuppon, Y2K issues, computer hardware
specifications, coordination of computer technology for organization, and such other
municipal operations as may be added with the growth of the City upon recommendation of

the City Manager, with the approval of the City Council. The Information Technology
Manager shall supervise and be responsible for the functions and operations of the
Management Information System Department. The department manager, shall, with the
approval of the City Manager, appoint and remove employees of said department and shall
perform such other duties as may be required of the manager by the City Manager. The
Information Technology Manager shall be appointed by the City Manager for an indefinite
term."
SECTIONS. That Article I, Section 12-1 of Chapter 12 of the Code of Ordinances of the City of Allen,
Collin County, Texas, be and the same hereby repealed.
SECTION 6. That should any word, sentence, paragraph, subdivision, clause, phrase or section of this
ordinance, or of the Code of Ordinances, as amended hereby, be adjudged or held to be void or
unconstitutional, the same shall not affect the validity of the remaining portions of said ordinance or the
Code of Ordinances, as amended hereby, which shall remain in full force and effect.
SECTION 7. That all ordinances of the City of Allen, Collin County, Texas, in conflict with the
provisions of this ordinance be, and the same are hereby, repealed; provided, however that all other
provisions of said ordinances not in conflict with the provisions of this ordinance shall remain in full force
and effect.
SECTIONS. That this ordinance shall take effect immediately from and after its passage, and it is
accordingly so ordained.
