A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, AMENDING THE COUNCILS GOVERNANCE POLICIES TO
ESTABLISH ENDS FOR MINIMUM HOUSING QUALITY; PROVIDING FOR
RENUMBERING ITEMS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Allen City Council approved Resolution No. 1611-7-98(R), adopting governance policies to
provide the best and most effective leadership and efficient administration of city government possible to the
citizens of Allen; and,
WHEREAS, the City Council has studied the housing quality standards and practices of Irving (Las Colinas),
Plano, and other Texas cities; and,
WHEREAS, the Council has invited and received input from the citizen -owners of Allen, from interested
community groups, and from industry representatives; and,
WHEREAS, the Council has deliberated over ends policy options and implications, and decided upon certain
policies that appropriately describe the end results sought for Allen;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS THAT:
I SECTION 1: Ends Policy 1. 1, Safety, shall be and the same is hereby amended to include the following:
A. Allen has little loss due to fire.
i. Residents and residential structures are reasonably protected from fire damage.
u. All residential structures are habitable, brought into habitability, or removed.
iii. All fixtures and appliances in residential structures are safe and functional.
B. Allen has a low incidence of crime.
i. Residents and their properties are reasonably protected from losses due to crime.
ii. The design and maintenance conditions of residential structures contribute
positively to safety from crane.
C. Disaster
D. Drugs
E. Illness
i. People are reasonably protected from illness due to maintenance conditions of
residential structures.
F. Injury
i. People are reasonably protected from injury due to design and maintenance
conditions of residential structures, their fixtures, and appliances.
SECTION 2: Ends Policy 1.3, Economic Well -Being, shall be and the same is hereby amended to include
the following:
A. Sustainable economy
i. Broad tax base
ii. Adequate and diverse employment base
iii. Long-term investments in Allen by corporations.
B. Property values rise or hold steady over time.
SECTION 3: Ends Policy 1.4, Quality of Life, shall be and the same is hereby amended to include the
following:
C. Allen is clean and attractive.
i. Well-maintained.
a. Residential properties, including neighborhood entryways and common
screening walls, look as attractive and function as well over time as when they
were first built.
ii. Good mix of developed and undeveloped space.
iii. Multi -family properties and single-family neighborhoods complement one another
in appearance and function. New development projects raise the overall appeal of a
neighborhood or district.
a. Densities, heights, and setbacks of buildings, selection of building materials,
landscape treatment, and signage all contribute positively to the visual appeal
and value of a neighborhood or district.
SECTION 4: Ends Policy shall be renumbered as needed to accommodate the paragraphs that were added or
eliminated.
SECTION 5: This Resolution shall become effective from and after its passage.
DULY PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ON THIS THE 3RD DAY OF DECEMBER, 1998.
