A RESOLUTION OF THE CITY OF ALLEN, COLLIN COUNTY,
TEXAS, ESTABLISHING NEW POLICIES AND PROCEDURES
RELATING TO A CONSENT AGENDA AND A STATUTORY AGENDA
AND AUTHORIZING THE IMPLEMENTATION THEREOF.
WHEREAS, many items on the Agenda of the City of Allen, Teras, are of a routine and non-
controversial nature; and,
WHEREAS, the City Council recently adopted Policy Governance in order to perform their
role more effectively; and,
WHEREAS, more effective governance, the Council agrees, stems in part from the practice
that City Council decisions predominately be policy decisions, and that the City Council define
a vision and end results, and delegate the means to professional staff; and,
WHEREAS, it is appropriate and timely that the Council's agenda format accommodate such
practices to the greatest extent permitted by law;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, THAT:
SECTION 1: Effective from and upon the passage of this Resolution, the Mayor may use
Consent Agendas and Statutory Agendas to organize actions of the City Council at the
Council's regular meetings.
SECTION 2: Items which may be placed on the Consent Agenda by the Mayor include, but
are not limited to, the following:
(a) Minutes of previous Council meetings;
(b) Tax roll adjustments;
(c) Approval of tax refunds;
(d) Monitoring reports required by Council/Staff Linkage Policy 4.3;
(e) Other housekeeping items of the City Council; and
(f) Other matters of a routine and non -controversial nature that require Council
action.
SECTION 3: In the event, prior to passage of the Consent Agenda, that a motion and second
is offered for debate any item from the Consent Agenda, the Mayor shall order the removal of
the subject item or items from the Consent Agenda and the item or items shall be considered
separate and apart.
SECTION 4: A motion and second with a majority vote for approval is sufficient to carry and
approve all of the items listed on the Consent Agenda with the exception of those which may
' have been removed under the procedures outlined in Section 3, and that this approval shall have
the same force and effect as though each item were considered separately and voted upon
separately.
SECTION 5: Items which may be placed on the Statutory Agenda by the Mayor include, but
are not limited to, the following:
(a) Ordinances and resolutions confirming actions taken previously by the Council
by motion;
(b) Ordinances establishing administrative departments under the direction of the
city manager, as authorized by the City Charter;
(c) Other actions of a non -routine nature that by governance policies have been
delegated to staff, but by statute, City Charter, or other authority require
Council action.
SECTION 6: In the event, prior to passage of the Statutory Agenda, that a motion is offered
requesting the removal of any item on the Statutory Agenda for debate, the Mayor shall order
the removal of the subject item or items from the Statutory Agenda and the item or items shall
be considered separate and apart.
SECTION 7: A motion and a second with a majority vote for approval is sufficient to carry
and approve all of the items listed on the Statutory Agenda with the exception of those which
may have been removed under the procedures outlined in Section 6, and that this approval shall
have the same force and effect as though each item were considered separately and voted upon
separately.
