' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ADOPTING A POLICY TO FOLLOW ON WAIVING FEES
FOR INFRASTRUCTURE IMPROVEMENTS AT SCHOOL SITES
WHEREAS, the City Council recognizes the vital relationship between the city and the school districts,
and wishes to cooperate to the extent possible to not cause tax increases on common citizens; and,
WHEREAS, water and sewer impact fees are payments designed to go into the water and sewer fund.
These fees are needed to build the required common infrastructure of the water and sewer system; and,
WHEREAS, the impact fee ordinance does not allow for exemptions for other government agencies to
waive impact fees; and,
WHEREAS, the inspection fee ordinance does not allow for exemptions for other government agencies
to waive inspection fees; and,
WHEREAS, the City of Allen relies on impact and inspection fees to supplement tax revenues, thereby
holding down taxes to citizens;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS THAT:
SECTION 1: Water and Sewer impact fees will be due from schools, similar to other entities, at the
time of application of the water meters.
SECTION 2: Regular inspection fees for water, sewer and storm on campus in easements will be due,
similar to other entities, at the time of starting the development work on the project.
SECTION 3: Inspection fees for roads to be constructed next to the school, or for inspection fees for
utilities in those streets will be waived. The City of Allen wishes to recognize the benefit of these roads
and utilities to be constructed by the school districts.
