The Called - Special Meeting of the Allen Planning and Zoning
Commission was called to order by Chairman Pendleton at 7:31 p.m.
on Tuesday, September 6, 1983, in the Council Chambers of the Allen
Municipal Annex, One Butler Circle, Allen, Texas.
The Called - Special Meeting of the Allen City Council was
called to order by Mayor Pierson at 7:31 p.m. on Tuesday,
September 6, 1983, in the Council Chambers of the Allen Municipal
Annex, One Butler Circle, Allen, Texas.
Presentation of Proposed Amendments
to the Comprehensive Zoning Ordinance
No. 366-10-81 by Central Business
District Base Committee (Agenda Item III)
Commissioner Gary Koch, member of the Central Business District
Base Committee, spoke regarding the development of the four needs
for a Central Business District (CBD) in the City of Allen, the
development of certain procedures and guidelines to accomplish this
work, and the setting of a timeframe for the work on this project.
Councilman Don Rodenbaugh, member of the Central Business
District Base Committee, spoke regarding how the CBD area was
determined. Mr. Rodenbaugh presented a map of the CBD district
and a map showing the district in comparison with the rest of the
corporate city limits.
Mr. Rodenbaugh explained in detail the boundaries of the CBD.
Mayor Pro Tem Joe Farmer, member of the Central Business
District Base Committee, spoke in detail on the four amendments
proposed to the Comprehensive Zoning Ordinance No. 366-10-81,
reviewed the schedule of uses to add the CBD classification, and
to establish allowable uses under the district.
Chairman Pendleton advised all present of the joint public
hearing and the rules for conducting the public hearing.
Mayor Pierson reiterated the facts of the public hearing and
how it would be conducted.

Mayor Pierson opened the public hearing for the City Council.
Chairman Pendleton opened the public hearing for the Planning
and Zoning Commission.
The following individuals spoke either for or against the
CBD zoning and/or questions pertaining to the zoning;

Chairman Pendleton asked if there were any additional
questions or comments from those present at the meeting. There
being none, Chairman Pendleton closed the public hearing for the
Planning and Zoning Commission.
Mayor Pierson closed the public hearing for the City Council.
Mayor Pierson recessed the City Council portion of the
meeting.
Consideration of Recommendations
of the Central Business District
Base Committee (Agenda Item X)
The Planning and Zoning Commission remained convened and
discussed the input received from the individuals who spoke in
the public hearing. Items discussed were the conversion of wood -
framed residential homes into businesses, maintaining the
historic value of some of the wood -framed homes, alternatives
available for exception to converting wood -framed structures to
brick, and maintaining masonry exteriors.
The City Council reconvened into the called -special meeting
at 10:40 p.m.
The Planning and Zoning Commission continued their discussions
on the amendments to the Zoning Ordinance for the CBD, they
reviewed and discussed the schedule of uses and placing some of
the uses under a specific use permit.

Consideration of Recommendations
of the Central Business District
Base Committee (Continued) (Agenda Item X)
MOTION: A motion was made by Commissioner Koch and seconded
by Commissioner Pennington, that the Planning and
Zoninq Commission approve the recommendations of the
Central Business District Base Committee and that the
Commission forward those recommendations tothe City
Council for consideration and adoption as follows:
1. An amendment to the zoning text to add the
CBD Classification.
2. An amendment to the Schedule of Uses to add
the CBD Classification and establish allowable
uses under that district.
3. An amendment to the Zoning Map to change zoning
classifications within the boundaries of the
CBD to "CBD".
9. An amendment to the Zoning Text, Section 2.09,
Site Plan Approval, to establish requirements
for site plan approval through the public
hearing process.
AMENDMENT
TO MOTION: A motion was made by Commissioner Glenn Andrew and
seconded by Commissioner Jack Pennington to amend the
Schedule of Uses as follows:
Chairman Pendleton advised the City Council of their recom-
mendations in the form of the two motions and the votes cast on
each motion.
MOTION: Upon a motion made by Commissioner Wolfe and seconded
by Commissioner Pennington, the Commission voted 6 - 0
to adjourn the called - special meeting of the
Planning and Zoning Commission at 10:06 p.m. The
motion carried.

masonry construction; the long term plans for residential areas
in the proposed CBD; the long term plans for multi -family uses
and commercial uses in the CBD district; the consideration of
the amount of traffic in the CBD and the need to consider the
routing of major thoroughfares throughout the district; the
encouragement of preservation of the older frame homes in the
city, the need for historic preservation; the need for establishing
requirements for business licenses and fees for such; and the
amendments to the schedule of uses.
Consideration of Adoption of
Proposed Ordinance on the
Central Business District (Agenda Item XIV)
In further discussion, it was the consensus of the City
Council that the Central Business District Base Committee take
into consideration all of the input made at this meeting by the
citizens and the Council, and bring forth a recommendation based
on their review of that input. Also, the Planning and Zoning
Commission may make any additional comments or recommendations
based on their review of the input made by the City Council.
In addition, the city staff is to research and propose
requirements for the establishing of business licensing
procedures and the fees for such licensing.
The Council requested that the Planning and Zoning
Commission appoint another member to serve on the Central
Business District Base Committee since Michael Hill was no
longer on the Commission.
MOTION: Upon a motion made by Councilman Paxton and seconded
by Councilman Womack, the Council voted 7 - 0 to
table action on these CBD amendments and the recom-
mendations of the Planning and Zoning Commission
until their regular meeting of Thursday, October 6,
1983. The motion carried.
MOTION: Upon a motion made by Mayor Pro Tem Farmer and
seconded by Councilman Paxton, the Council voted
7 - 0 to adjourn the called - special session of the
Allen City Council at 12:15 a.m. on Wednesday,
September 7, 1983. The motion carried.
