' AN ORDINANCE OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS,
ESTABLISHING AN "ALLEN ARTS ALLIANCE BOARD"; SETTING THE
MEMBERSHIP AT SEVEN; PROVIDING THE QUALIFICATIONS OF THE
MEMBERS; PROVIDING THE OFFICERS OF THE BOARD; ESTABLISHING
THE POWERS AND DUTIES OF THE BOARD; AND DECLARING THE
EFFECTIVE DATE OF THIS ORDINANCE.
WHEREAS, the City Council of the City of Allen, Teras, has the authority under the City Charter to
appoint citizens to various boards and commissions; and,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
TEXAS, THAT:
SECTION 1: The "Allen Arts Alliance" will be operating under that title and will hereinafter be
referred to as "Board". The Board is hereby created for the purpose of assisting the City Council in
promoting the arts for the City of Allen.
SECTION 2: The Board provided for herein shall be comprised of seven members to be appointed by
the City Council. Board members shall be residents and qualified voters of the City of Allen. The City
Manager, or designee, shall serve as coordinator of and support to the Board.
Board members shall be appointed for a term of two years. The City Manager, or designee, will serve in a
' non-voting ex -officio capacity.
Four members of the Board shall constitute a quorum for the conduct of business. The members of the
Board shall regularly attend meetings of the Board and shall serve without compensation.
The Board will hold one meeting per month and will call special meetings as required to conduct their
duties. All stated meetings will be open to the public, and the Board will establish the date, time and place
of their meetings.
The Board shall adopt its own mles of procedure, bylaws, and keep a record of its proceedings in
accordance with the provisions of this ordinance and the Charter of the City of Allen. Newly appointed
members shall be installed at the first regular meeting after their appointment.
The Board shall hold an organizational meeting each year in October to elect a Chair, Vice -Chair and
Secretary. The initial Board shall be appointed in April with the Chair, Vice -Chair and Secretary being
elected thereafter.
Char: The Chair shall preside over meetings and shall be entitled to vote upon each issue. In
the event a question over procedure arises, Roberts' Rules of Order shall prevail.
Vice Chair: The Vice -Chair shall assist the Chair in directing the affairs of the Board. In the absence
of the Chair, the Vice -Chair shall assume all duties of the Chair.
Secretary: The Secretary shall keep the minutes of all meetings and in the Secretary's absence, the
Chair shall designate another member to act as Secretary. The Secretary shall read once
' a year, at the first regular meeting following the appointment of officers, the Allen Arts
Alliance Bylaws. The Secretary may accept, when available, the assistance of City
personnel in taking and transcribing minutes but shall sign the minutes officially before
presenting them to the Board for approval.
SECTION 3: The Board shall have the following responsibilities:
1. Assist City Administration and City Council in promoting the Hillside Amphitheater and
other City facilities.
2. Assist in the development of capital improvement projects by serving in an advisory
capacity where art is incorporated in the development plan.
3. Assist City Administration in determining the desires and needs of the community in
regards to the arts.
4. To foster collaborative partnerships with other City boards and community groups whose
interest lie in the performing and visual arts.
5. To make recommendations to City Administration and City Council on program priorities
for the use of money set aside for the arts in Allen.
6. Carry out such other tasks as the City Council may designate.
To accomplish these responsibilities, the Board may establish ad-hoc subcommittees and to work
on special projects or to further investigate specific issues.
SECTION 4: It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses, and phrases of this ordinance are severable; and if any phrase, clause, sentence or
section of this ordinance shall be declared unconstitutional or invalid by any judgment or decree of a court
of competent jurisdiction, such unconstitutionality or invalidity shall not affect any other remaining phrase,
clause, sentence, paragraph or section of this ordinance; and the City Council hereby declares it would
' have passed the remaining portions even though it had known the affected parts would he held
unconstitutional.
SECTION 5: This ordinance shall take effect immediately and after its passage and publication in
accordance with the provisions of the Charter of the City of Allen, and it is accordingly so ordained.
