Wegner, Senior Associate, City and Regional Planning Center, University of Texas at Arlington The called - special workshop session of the Allen City Council and the Planning and Zoning Commission convened at 7:00 p.m. on Monday, April 2, 1984, in the open -space office area of the Allen Municipal Annex, One Butler Circle, Allen, Texas. An extract from the City of Beaumont Land Use Plan illustrating the use of goals, objectives, policies and proposals for guiding the long-range physical growth and developments of the city. 4. An extract from the City of Port Arthur illustrating the use of goals, objectives, policies and "public interest natural functions" for guiding development and protecting sensitive areas. 5. City Council Policy Statement on Zoning Amendments. ` Mr. Wegner read the first page of the next Section entitled "An Overview of the Planning Process", which included a definition of comprehensive planning and the four (4) key phases of the planning process. There was discussion on the input of the residents of Allen in the planningprocess and that there are a lot of new people in Allen who have short term needs and have no thoughts for long term needs and how this can be handled. 0] Using an overhead viewer and information packets containing the same information, Mr. Wegner reviewed: 1. The three (3) purposes of the Comprehensive Plan. 2. The Comprehensive Plan elements, those being land use, transportation or circulation, public or community facilities, and special elements. 3. Items to prepare the Comprehensive Plan - Council, Planning and Zoning, Staff and citizens. 4. Short -Term Action Program. Mr. Wegner handed out various comprehensive plans or land use plans from other cities to members of the Council and the Planning and Zoning Commission, who were placed in five (5) work groups. The members reviewed these documents and filled out a worksheet on the performance criteria for judging the usefulness of planning documents. Mr. Wegner then took a consensus from each work group on the usefulness of the documents they reviewed and pointed out the documents which received ratings of "5" and "4", which were high scores and ratings of "1" which was the low score. Mr. Wegner then explained and reviewed the balance of policy detail with that of location or geographic detail. Using a graph drawing he showed where detailed policy (written explanations) rated on the graph and then where drawings or maps rated on the graph and explained a balance of the two provided the best land use plan. Mr. Wegner advised that additional materials included in the packet for everyone's future use and review were: 1. Criteria for an Effective Planning Document. 2. An extract from the City of Austin Comprehensive Plan illustrating the use of goals, objectives and policies as the foundation for the Comprehensive Plan. 3. An extract from the City of Beaumont Land Use Plan illustrating the use of goals, objectives, policies and proposals for guiding the long-range physical growth and developments of the city. 4. The workshop session was recessed at 8:26 p.m. The workshop session reconvened at 8:45 p.m. Working in groups, Mr. Wegner directed that each group answer the 30 questions indicated on the "Checklist: General Reasons for Making a Commitment to Planning". Mr. Wegner took the results of the answers of the groups and presented the responses. Mr. Wegner asked for additional responses to the question- naire. City Manager MCCarty's group had added: ° To solicit and obtain public input ° To provide policy and land use guidelines Mr. Keener's group added: To ascertain community input To educate the public The Council and Commission briefly discussed this checklist and the effectiveness of it. Mr. Petty added: ° To provide day-to-day administrative guidelines to city staff Mr. Wegner presented a slide entitled "Why Plan - Some General Reasons", which showed eight reasons for planning. Mr. Wegner showed a slide presentation entitled "Compre- hensive Planning for Small Texas Cities" which was developed by the Texas Advisory Commission on Intergovernmental Relations. After the slide presentation, there was discussion on the use of the Citizens Advisory Committee, how many members should there be, who appoints the committee, and what their tasks would be. Mr. Wegner asked everyone to fill out the sheet entitled "Review and Assessment of This Learning Unit". Mr. Wegner then asked for the responses to the questionnaire and the following were pointed out: This session provided: 1. The needs for a comprehensive plan, 2. The elements of a plan, 3. The process for making a plan, and 4. The importance of a plan. K@ ALLEN CITY COUNCIL AND PLANNING AND ZONING COMMISSION CALLED - SPECIAL WORKSHOP SESSION APRIL 2, 1984 Page 4 Mr. Wegner then asked if anything on a comprehensive plan still puzzled anyone and the following questions were posed: 1. "How do you make a comprehensive plan specific enough to be functional without making it so specific that it becomes restrictive?" 2. "Where is the balance between citizen participation and decision-making regarding short and long term goals?" Mr. Wegner offered some comments on those questions and suggestions to try and answer them. City Manager McCarty advised that the workshop session scheduled for Tuesday, April 3rd, would begin at 7:45 p.m. The called - special workshop session of the Allen City Council and the Planning and Zoning Commission adjourned at 10:15 P.M.
