The called - special workshop session of the Allen City
Council was called to order by Mayor Rodenbaugh at 8:10 p.m.
on Monday, July 2, 1984, in the open -space office area of the
Allen Municipal Annex, One Butler Circle, Allen, Texas.
The called - special workshop session was scheduled in
order to discuss matters pertaining to the upcoming budget
preparation for the fiscal year 1984 - 85.
City Manager McCarty distributed to the City Council a
packet of information regarding the preparation of the FY 1984 -
1985 Budget. The packet contained charts which showed the issues
under consideration in the upcoming budget, the 1984-85 proposed
budget combined summary; the budget summary by department; revenue
projections; a budget summary showing the estimated 83 - 84 figures,
a straight line amount and the costs of additional requests,a schedule
of bond indebtedness; status of the bonds showing the authorized
amounts, the portions issued and the unissued balances; and the tax
rate distribution for the last five years by budget year.
Addition information in the packet was the five year personnel
and capital outlay for each department. The issues under consideration
in the upcoming budget were water and sewer rates, salary adjust-
ments, new debt service, computer study/acquisition, full-time
fire chief, replacement revenues for lost tax on autos, cost of
comprehensive plan, health inspections function, civil engineer on
staff and full-time fire marshal.
City Manager McCarty presented corresponding transparencies
of the packet items and review each of them with the City Council.
The City Manager then distributed information received from
the bond agent regarding the upcoming sale of the $1,970,000 in
general obligation bonds showing the traditional financing method
for a 15 year period, a Plan 1 for higher pay back in the 15 year
period, and a Plan 2 for pay back in a 20 year period. Mr. McCarty
reviewed all of that information with the Council and answered
questions regarding that information.
The Council discussed with the City Manager the city's
present bond agent; his preference for placement of the bonds
rather than bidding the bonds;looking into the city bidding
the bonds; a comparison of bidding the bonds and the traditional
placement of the bonds and which is more advantagous to the city;

a list of some of the clients of the city's bond agent and the
interest paid on their bonds; and perhaps a change in the bond
agent for the city and a list of some other bonding agents in
the state.
City Manager McCarty advised the Council that he would
have city staff research some of their questions in the discussion
and provide that information to the Council.
with no further discussion, Mayor Rodenbaugh adjourned the
called - special workshop session of the Allen City Council at
9:43 p.m. on Monday, July 2, 1984.
These minutes approved on the 19th day of July
1984.
