At 6:00 p.m. on Tuesday, February 19, 1985, in the banquet
room of the Holiday Inn, 700 Central Parkway East, Plano, Texas,
the Allen City Council and the Plano City Council convened at
a joint dinner meeting, with the City of Plano serving as host.
The called - special joint meeting of the Allen City Council
and the Plano City Council was called to order by Mayor Harvard
at 6:51 p.m. on Tuesday, February 19, 1985, in the banquet room
of the Holiday Inn.
Mayor Harvard welcomed the two Councils to their first
` joint meeting and asked everyone present to introduce themselves.
Mayor Rodenbaugh gave the invocation.
Future Street Projects (Agenda Item III)
Using a map of Plano, City Manager Bob Woodruff spoke before
the Councils on the thoroughfare improvements that would be
undertaken in Plano this year. Road improvements would be
started on Custer Road, on Carpenter Road, on State Highway 5,
and service roads to U.S. 75.

The Councils briefly discussed the timing for completion
of this work.
Mayor Harvard pointed out to the Councils some concerns
of the Chief of Police for Plano concerning roadways con-
Coj necting two cities and who would be responsible for the traffic
signalizations, writing citations, street improvements, etc.,
when most of the boundary agreements have been based upon the
centerline of a roadway. In discussion, it was determined
that this area needed to be worked out.
City Manager Jon McCarty advised the Councils of the pro-
posed alignment of Custer Road by the City of Allen and the
approach to the State Highway Department by the City of Allen
based upon Plano's presentation to that department.
City Manager Bob Woodruff also advised of other street
improvements to north/south thoroughfares in Plano. Those
streets are Jupiter Road, U.S. 75, Custer Road, Independence
Parkway, Ohio Drive (which is Hillcrest in Dallas), Preston
Road, Coit Road, and the Dallas North Tollway. Mr. Woodruff
pointed out that this was practically every north/south street
in Plano.
The Councils discussed the scope of work to be done on
Jupiter Road and State Highway 5.
Capital Improvement Program
Overview - Allen/Plano (Agenda Item IV)
City Manager Jon McCarty advised the Councils of the City
of Allen's work in progress on a capital improvement program
and the use of a citizen's committee to form the capital
improvement program and propositions for a bond election.
City Manager Bob Woodruff advised the Councils of Plano's
recent capital improvement program and stated that everyone
had been provided with a copy of a brochure showing the pro-
positions that had been approved in the bond election.
Mr. Woodruff also advised of the success that Plano has
had using citizen groups in the development of a capital
improvement program and their assistance in the passing of
bond issues.
Councilwoman Florence Shapiro advised the Allen Council
that there were two areas of importance in a capital improvement
program. One area was the use of a citizens' committee and
the other was the technique for stating the propositions on
the ballot. She advised that it was best to spell out each of
the propositions and not to make the categories too broad.
The Councils discussed the need for the Council to agree
on the total bond package even though each member may not like
certain aspects of it or prefer other items which were not included.
They also discussed the arrangement of the citizens' committee
for the capital improvement program using them for the passage
of the bond issues, and responding to the results of the
committees.

Land Use Patterns (Agenda Item VI -B)
Bob Buffington, Director of Community Development, for the
City of Plano, spoke before the Councils on the work by the
Horizon Committee, which is the citizens' committee in Plano
working on the comprehensive planning process, and advised of some
of the preliminary work this committee is doing on Plano's
plan.
Rowlett Creek Study
(Agenda Item VI -C)
City Manager Jon McCarty spoke before the Councils on the
use of the flood plains by the City of Allen and the setting
aside of the flood plains from development. Mr. McCarty advised
the Councils of the establishment of the Greenbelt/Linear Park
Study Committee in Allen and their work in progress on the
flood plain areas located within Allen.
The Councils briefly discussed the amount of flood plain
area located within the City of Allen.
Dallas Area Rapid
Transit (D.A.R.T.
(Agenda Item VI -D)
Mayor Harvard spoke before the Councils onthe Dallas Area
Rapid Transit (DART) system, the service now existing in Plano
and plans for future DART service within Plano. Mayor Harvard
explained the existing service is providing transportation to
and from Dallas and in the future there will be DART bus service
within Plano. Mayor Harvard advised of the parking lots new
locations within Plano and of the future locations of stations
for the rail system.

Common Boundaries - Cities (Agenda Item V-A)
Using a map, City Manager Jon McCarty reviewed the joint
boundaries agreed upon between the Cities of Allen and Plano.

Common Boundaries - School Districts (Agenda Item V -B)
Using the same map, City Manager McCarty then reviewed
the school district boundaries for the City of Allen and the
City of Plano.
Mr. McCarty advised the Councils that there has been an
ongoing discussion between the two school districts on the
realignment of the districts. Mr. McCarty then advised of
the process by which existing school district boundaries can
be changed, and pointed out how difficult it can be to change
them.
Mayor Harvard brought up the idea of the development
of a joint park site which will be located near the boundary
of the two cities on the east side and the benefits that can
be gained by both cities.
Comprehensive Planning (Agenda Item VI -A)
Bill Petty, Director of Community Development for the
City of Allen, spoke before the Councils onthe comprehensive
planning process in Allen and presented the proposed land use
plan and reviewed all of the land use districts shown on the
map.
The Councils discussed the use of the flood plain areas
as proposed in Allen's comprehensive plan and of the studies
that were currently being done on the flood plains by Allen
and other cities.

EDS Development

Bob Buffington, Director of Community Development, spoke
before the Councils on the location of the EDS development
within Plano and the improvements that are being done to
Carpenter Road to provide access to this development. He
advised of the status of construction of facilities on the
site and of the location of this development to Dallas North
Tollway.
Discussion of Inducements
to Attract Industries
(Agenda Item VII)
Mayor Rodenbaugh advised the Councils of the recent
incident involving a developer who had advised Mayor Rodenbaugh
that the City of Plano would offer his company tax incentives
if they were to develop in Plano. Mayor Rodenbaugh had contacted
Mayor Harvard regarding this matter and to find out just what
type of tax incentives the City of Plano was offering. Mayor
Harvard had advised Mayor Rodenbaugh that the City of Plano
was not offering any type of tax incentives to developers.

There were no other items discussed.

City of Allen, advised the Council of Plano of the city's
regulations on providing open space area in developments in
Allen.
With no further discussions, Mayor Harvard adjourned the
called - special joint meeting at 8:35 p.m. on Tuesday,
February 19, 1985.

The Councils briefly dicussed these types of situations
and the definite need to have communication between the two
cities.
Review of Issues Before the
Public Utilities Commission (Agenda Item VIII)
Councilman Jim Wolfe of Allen advised the Plano Council
of the problems the City of Allen is having with Southwestern
Bell Telephone Company and the service that they are providing
to the residents, the obsolete equipment in the city, and
trying to work with Southwestern Bell representatives to resolve
the differences.
Councilman Wolfe also advised of the recent events involving
the foreign exchange (FX) lines and the high rate of backbilling
which has occurred as a result of the Public Utility Commission
granting a tariff change.
The Councils discussed the actions taken by the City of
Plano to upgrade the service provided by General Telephone,
their appeals before the PUC and the results of action taken
by the PUC.
