The called - special workshop session of the Allen City
Council and the Allen Planning and Zoning Commission was
called to order at 7:40 p.m. on Monday, April 9, 1985, in the
open - space office area of the Allen Municipal Annex, One
Butler Circle, Allen, Texas.
Comprehensive Plan Workshop (Agenda Item II)
City Manager Jon McCarty advised of the work that had
been completed on the Comprehensive Plan and final adoption
of the plan by the city.
Mr. McCarty advised that the city staff had made a compilation
of policies which were entitled the "staff review policy" for the
comprehensive plan and the methodology behind the use of that
policy by the city staff when a request for zoninq is submitted.
He stated that this information had been qathered and was being
presented to the Planning and Zoning Commission and the City
Council in order that they can have a good understanding of what
the role of city staff is and what type of information can
be provided.
Bill Petty, Director of Community Development, advised that
city staff had been working with the plan and had formulated the
staff review policy. Mr. Petty distributed copies of the staff
review policy and reviewed each of the nine sections of the policy
in detail for the City Council and the Planning and Zoning Commission.

Using the Land Use Map of the Comprehensive Plan, Mr.
Petty reviewed some of the guidelines for commercial and office
locations which would be at or in close proximity to the
interchange or intersection of major arterial streets; not
stripped linearly along a major thoroughfare and not located
at intersections of minor streets or collectors.
The Commission and Council discussed the strip of
commercial property located along F.M. 2170 and why this would
not be good planning practice in the future but did presently
exist on the city's comprehensive plan and the question of
whether it was a policy statement or an interpretation of the
city staff. There was also discussion of the policy statement on
placement of multi -family units and it was pointed out by
city staff that by this plan there is not much flexibility
as to where high density units can be located; the use of
the word "regulation" in relation to chart on housing size;
and what did city staff proposed by policy on "evaluation of
Planned Development considerations".
Mr. Petty explained that city staff wondered if the
members of Planning and Zoning Commission or City Council
had any input on the criteria to be used for evaluation
of a planned development district that needed to be considered
by city staff when compiling information to pass onto the
Commission and Council.
The Council and Commission discussed the evaluation of
Planned Developments and the notation by the Commission in
their recommendations of special allowances that should be
made on some Planned Development Zoning cases.
There was further discussion on any amendments made to
the comprehensive plan and how they should be handled or noted
in the plan.
There was considerable discussion on the "108" range
reflected in policy statement no. 7, where it came from, what
districts it pertains to, and the flexibility of the comprehensive
plan in the areas of residential, commercial, office, and
other uses. It was pointed out that the interpretation of the
plan would be an ongoing process and that the policies as
presented did not pertain to the Commission and the Council
but to the city staff for the preparation of the information on
the zoning requests.
Mayor Pro Tem Farmer requested that the wording "for
residential purposes" be added to the end of policy statement
no. 7 in order to clarify the use of the 10%.
There was discussion on the percentages shown in the
Comprehensive Plan for housing development and whether it
coincided with the percentages for land use.
Mr. Petty then reviewed the 8 -page form to be filled out
by city staff when a zoning request is submitted, using the
policy statements just reviewed as a basis for obtaining the
information on the forms.
The forms consisted of information and figures for
neighborhood allocation process; commercial areas; office areas;
preservation of flood plain and development of woods; parks sites;
if the request is a planned development; if a community facilities
site is needed, such as a fire station or school site, and if
multi -family is included.

The Council and the Commission also discussed the break-
down for the various types of residential zoning districts,
that a section needed to be added to the forms for keeping
the population of the districts updated, there was a need for
a determination for an overall density of a district; there
was a need for a section to show the current density and what
density needs to be accomplished.
There was considerable discussion on the position of
the city staff advising the developers of certain situations
that can affect the type of development they are proposing
and whether it will be acceptable to the Commission and the
Council.
Another issue presented by Mr. Petty was the approach
to be taken in regard to park land dedication and trade-offs
with developers in those types of situations in the number of
dwelling units. The Council and Commission discussed the
location of park sites shown in the comprehensive plan and
whether those sites are to be interpreted to be in those
exact locations or to be located some where within that area
or district depending upon the cost of the property.

The second part of the forms consisted of information on the
number of acres of each category mentioned in part I of the form.
The third part of the form contained the "analysis and con-
clusions", which was a formula for medium density residential
uses and low density residential uses; project potential under
the comprehensive plan; formula for commercial or office
density and the project potential under the comprehensive plan;
and the conclusions to be determined from the above formulas.
Mr. Petty provided a handout to explain the formula for
part III of the form and reviewed it.
The fourth part of the form was for design, review, containing
portions for topograph and natural resources, traffic impact,
utilities impact, compatible land uses, and character of proposal
as related to neighborhood. The last portion of the form
contained the summary of land use allocation and dwelling units.
The Council and Commission discussed with city staff
the providing of information on the adjacent neighborhood
districts also in the information on the forms and whether
this was necessary to be done by the city staff or if the
Council and the Commission should take it upon themselves
to look at those areas and the entire city as a whole.
The called - special workshop session was recessed at
8:50 p.m. The meeting reconvened at 9:06 p.m.
Bill Petty then presented a sample zoning case request
and applied it to the 8 -page form and provided the Council
and the Commission with the form filled out with information
from the sample zoning case. Mr. Petty reviewed each page
of the form in detail and explained how the figures and
the information was determined from the zoning request
information and using the proposed city staff review policy
previously presented.
There was considerable discussion by the Council and
the Commission on the analysis formulas for medium density
residential and low density residential and the conclusions
that were determined by the formulas.

With no further discussion, the called - special workshop
session of the Allen City Council and the Allen Planning and
Zoning Commission was adjourned at 10:58 p.m, on Monday,
April 9, 1985.
