The called - special session of the Allen City Council
was called to order by Mayor Rodenbaugh at 7:01 p.m. on
Thursday, August 22, 1985, in the Council Chambers of the
Allen Municipal Annex, One Butler Circle, Allen, Texas.
Public Hearing: FY 1985 - 86
Operating Budget for the City of Allen (Agenda Item II)
Mayor Rodenbaugh advised that this meeting had been called
in order to hold the public hearing on the Fiscal Year 1985 -
86 City of Allen's Operating Budget.
City Manager Jon McCarty distributed to the City Council
copies of amendments to the proposed budget per the discussions
held at the city's budget workshop sessions.
Mr. McCarty reviewed the information as follows:
Debt Service Requirements - 1985 - 86
Revenue Sharing Budget - 1985 - 86
Debt Service Fund (General Obligation Bonds) - 1985 - 86
Tax Structure - 1985 - 86
Projected Income Statements for Period Ending
September 30, 1986
Expenditure Estimates - 1985 - 86
Revenue Projections - 1985 - 86 - Water & Sewer Fund
Revenue Projections - 1985 - 86 - General Fund
Combined Summary - 1985 - 86 - Operating Budget
Mayor Rodenbaugh opened the public hearing. With no one
wishing to speak either for or against the proposed budget
for FY 1985 - 86, Mayor Rodenbaugh closed the public hearing.
There was no action taken on this item.
Public Hearing: FY 1985 - 86
Budget for Revenue Sharing Funds (Agenda Item III)
City Manager Jon McCarty advised of the preparation of
the Revenue Sharing Budget for FY 1985 - 86 and that it
represented about half of what the city usually receives
in revenue sharing funds. This had been done due to the
pending action of the federal government on whether revenue
sharing funds would be made available to local governments
in the future. Mr. McCarty advised the Council that if
revenue sharing funds were continued then perhaps the city
would have to come back at some point and amend this budget.

Mayor Rodenbaugh opened the public hearing on the proposed
FY 1985 - 86 Revenue Sharing Budget.
Mrs. Lucille Brazeal, President of the Senior Citizens
Organization, presented to the Council a request for use
of revenue sharing funds for the Senior Citizens Organization,
in the amount of $4,950. The budget breakdown is as follows:
Phone $ 300.00
Newsletter 150.00
Activity Fund 500.00
Custodial Supply 200.00
Utilities 2,600.00
Janitor 1,200.00
$ 4,950.00
With no one else wishing to speak before the Council on
the proposed FY 1985 - 86 Revenue Sharing Budget, Mayor
Rodenbaugh closed the public hearing.
Mayor Rodenbaugh advised the Senior Citizens that their
request had been included in the proposed FY 1985 - 86 Revenue
Sharing Budget.
There was no action taken on this item.
At this time, Mayor Rodenbaugh recognized two guests
in the audience, being Scott Ramey with Boy Scout Troop 224
and David Vandergriff, Senior Patrol Leader with Troop 224.
City Manager Jon McCarty also introduced his new administra-
tive assistant, Michael Stanger, to the Council and provided
background information on Mr. Stanger.
Adjournment
(Agenda Item IV)
MOTION: Upon a motion made by Mayor Pro Tem Farmer and seconded
by Councilman McClure, the Council voted 7 - 0 to
adjourn the called - special session of the Allen City
Council at 7:22 p.m. The motion carried.
These minutes approved on the 5th day of September
1985.
