1) Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Losavio called
the meeting to order at 7:00 p.m. on Monday, January 9, 2017 in the Community
Room of the Municipal Court and Parks and Recreation Administration Building at
301 Century Parkway, Allen, Texas.
2) Receive Public Input and Make Recommendation Concerning Neighborhood
Park
Tim Dentler, Director, Parks and Recreation Department introduced the staff present
and thanked the citizens present for attending.
Mr. Dentler gave a brief overview of the purpose of the meeting and then introduced
Brian Bristow, Assistant Director, who gave more detailed information on the current
Rolling Hills Park and also a presented a potential opportunity to purchase additional

' land to be used for park space in that neighborhood. Following the presentation the
floor was opened to citizen question and comment.
Although there were a few individuals opposed to pursuing the purchase of the
additional land, overall the input provided was very positive towards moving forward
with the negotiations as long as the safety concerns could be addressed during the park
planning phase. Comments included concern for safety with the proximity of the
frontage road, access to the park, the amount and location of parking, but most in
attendance felt a park would be much would be preferred over the commercial use of
that property. In addition, the potential future closure of Glenwick Drive was posed by
several individuals and that will be taken into consideration during the planning stages
if this project is to move forward, but no commitment could be made as several other
departments would have to weigh in on this decision.
In addition, several questions and concerns regarding the dangers of accessing the
frontage road with the recent construction to US75 were brought forward and
addressed by Chris Flanigan, Director of Engineering who was present in the audience.
After all questions and concerns were noted by staff, the board
Motion: Upon a motion by Board Member Cowart a second by Board Member
Johnson, the Board voted six (6) for and none (0) opposed to move forward
' with the negotiations to purchase the property as long as the Parks Board is
involved with future development of the park. The motion carried.
3) Adjourn

Motion: Upon a motion by Board Member Vizcaino a second by Board Member
Johnson, the Board voted six (6) for and none (0) opposed to adjourn the
meeting at 5:23 p.m. The motion carried.

Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Losavio called
the meeting to order at 7:00 p.m. on Monday, October 10, 2016 in the Community
Room of the Municipal Court and Parks and Recreation Administration Building at
301 Century Parkway, Allen, Texas.
1) Election of Officers
Chair Losavio, opened the floor for nominations of Chair, Vice -Chair and Secretary.
After a short discussion, the following motion was made.
Motion: Upon a motion by Board Member Cowart and a second by Board Member
Davidson, the Board voted seven (7) for and none (0) opposed to reappoint
Tricia Losavio as Chair, John Holley as the Vice -Chair and Paul Davidson
as the Secretary. The motion carried.
2) Approve Minutes of the Monday, August 8, 2016 Regular Meeting

presented. The motion carried.
3) Approve Minutes of the Monday, October 10, 2016 Called Meeting
Motion: Upon a motion by Member Johnson and a second by Member Vizcaino
the Parks and Recreation Board voted seven (7) for and none (0) opposed to
approve the minutes from the October 10, 2016 Called Meeting as
presented. The motion carried.
4) Approve Minutes of the Monday, October 10, 2016 Workshop Meeting
Motion: Upon a motion by Member Vizcaino and a second by Member Johnson
the Parks and Recreation Board voted seven (7) for and none (0) opposed to
approve the minutes from the October 10, 2016 Workshop Meeting as
presented. The motion carried.
5) Recommendation of Ford Pool Fees to City Council
Assistant Director, Carrie Cessna, reviewed the fee recommendation information that
' was presented at the May meeting noting that the resident admission fee will now be
$3 and non-resident $5.
Motion: Upon a motion by Member Vizcaino and a second by Member Johnson
the Parks and Recreation Board voted seven (7) for and none (0) opposed to
recommend the Ford Pool fees as presented. The motion carried.
6) Staff Introductions
Assistant Director, Carrie Cessna, introduced Travis Cunniff as the new Recreation
Services Manager. Travis then, in tum, introduced Julie 011es as the new Center
Supervisor at the Allen Senior Recreation Center.
7) Receive Subcommittee Reports
Member Hayes provided an update on the Senior Advisory Committee. She shared
that trips are filling up fast, that transportation to events in other cities is being
discussed and the new monthly newsletter has been well received.
8) Presentation of FY17 Department Overview
Director, Tim Dentler discussed the annual budget for general fund Parks and
Recreation, Allen Event Center and The Courses at Watters Creek m well as discussed
the economic impact of the department.

' Brandy O'Keefe, Marketing Manager, gave an update on the department brand
including the new look and feel of the activity guide, Life.
10) Update on Ongoing Projects
Matt McComb, Landscape Architect, gave an update on trail construction, trail
markers, wayfinding signs and trail counters.
Brian Bristow, Assistant Director, brought forward a potentia[ future opportunity to
purchase additional land to increase the park system to better serve an underserved
neighborhood. The group encouraged the department to further explore this
opportunity.
