At 6:30 p.m. on Tuesday, February 11, 1986, in the Live
Oak and Red Oak Rooms of the Harvey Hotel, 1600 North Central
Expressway, Plano, Texas, the Allen City Council and the Plano
City Council convened at a joint dinner meeting, with the City
of Allen serving as host.
At 7:42 p.m. on Tuesday, February 11, 1986, the called -
special joint meeting of the Allen City Council and the Plano
City Council was called to order by Mayor Rodenbaugh.
Mayor Rodenbaugh welcomed the two Councils to their
second joint meeting and introduced the members of the Allen
City Council and city staff present at the meeting.
Mayor Harvard of Plano introduced the Plano City Council
Members and city staff present at the meeting.
Report on Community College Location (Agenda Item II)
Mayor Harvard of Plano advised of the proposed location
of the Collin County Community College, being west of Jupiter
Road and south of Chaparral Road and pointed out the advantage
of this location to Allen. Mayor Harvard also advised of a
park site in that area and of the pending location of Plano's
civic center in the same quadrant of the city.

Mayor Harvard also advised of proposed street improvements
to Jupiter Road, Springcreek, and Shilo and the time periods for
completion of those projects.
Update on Development - Allen (Agenda Item III -A)
Bill Petty, Director of Community Development for Allen,
reviewed briefly the city's adopted comprehensive plan and the
placement of that plan into operation.
Mr. Petty then presented an annexation map of Allen and
reviewed the territory now within the corporate city limits and
pointed out the areas remaining in the city's extraterritorial
jurisdiction.
Using a color -coded map, Mr. Petty then reviewed the
areas of the city that are fully developed, areas that currently
have development in progress, and those areas where developments
have been approved and breaking ground is pending.
Update on Development - Plano (Agenda Item III -B)
Bob Buffington, Director of Community Development for Plano,
reviewed again the location of the community college site, advised
of development near the boundary with Allen on the west side of
U.S. 75, advised that development in an east section of Plano
would not take place for quite some time due to lack of utilities
in that area, and advised of the current status of the EDS deve-
lopment in the west portion of Plano.
Report on Telephone Extended
Area Service (Agenda Item IV)
Using a map, Jon McCarty, City Manager for Allen, reviewed
the location of the 727 exchange in Allen and Plano, explained
the City of Allen's request for Extended Area Service (EAS) and
the procedure that had been developed to try and obtain that
service and the city's status in the process at this time.
The Councils discussed what Plano could do to help Allen
in this situation since part of the 727 exchange was in Plano.
Discussion also covered why Dallas is opposed to this request
and the need to perhaps meet with Dallas City Council on the
matter.
Plano city staff also pointed out that having the 727
exchange as long distance also posed a problem for the 911
emergency service that Plano is seeking to have installed.
Mayor Harvard pointed out to Allen officials that he is
a member of the Metroplex Mayors' Association and that it might
be helpful if Allen were to join the association, thus providing
a means of meeting and communicating with other metroplex mayors
and discussing this problem and others that effect cities in the
metroplex.
Plano officials also advised Allen officials of a meeting
that they were holding with the telephone company regarding the
911 emergency service on Thursday, February 13th, and invited
anyone interested to attend.
The Plano Council discussed adopting a resolution sup-
porting Allen in their quest for Extended Area Service.

Thoroughfare Update - Plano (Agenda Item V-A)
Jerry McGuire, Assistant City Manager for Plano, pre-
sented a drawing of roadway improvements to be made to U.S.
75 from city limits to Springcreek Parkway. He reviewed the
/- improvements to be made and advised of the time period for
completion of the project.
The Councils discussed if improvements would be made to
service roads along U.S. 75, specifically in the area of Rowlett
Creek and the addition of a bridge in that location.
Thoroughfare Update - Allen (Agenda Item V -B)
Using a map of street improvements in Allen, Jon McCarty
City Manager of Allen, reviewed roadway improvements in Allen
that had been part of the recent bond election and projects that
had been approved by the state for their participation. Those
roadways are F.M. 2170, State Highway 5, and U.S. 75.
Discussion on Boundary Adjacent (Agenda Item VI)
to Chaparral
Allen City Manager Jon McCarty pointed out the location
of the old Uland Egg Farm, being east of State Highway 5 and
north of Chaparral Road. Mr. McCarty advised that this location
had been in Plano for many years and according to the boundary
agreement with Plano, this area would eventually become part of
Allen. Mr. McCarty advised that the City of Allen can provide
water and sewer utilities to that location easier than the City
of Plano and the property owners are aware of that. Mr. McCarty
pointed out that there presently exists on the site a beer and
wine store. The owners of the property are concerned that if
they become annexed to Allen that an election might be held to
eliminate the sale of beer and wine at that location. Gary
Chatman, City Attorney with Plano, advised that per Plano's City
Charter in order for Allen to annex the property, the property
owners must request disannexation from Plano. City Manager
McCarty pointed out that he had held discussions with the pro-
perty owners and this issue might be forthcoming in the near
future.
General Discussion
The council discussed the extension of Jupiter Road from
Allen city limits into Plano city limits and the status of that
project to Plano.
Mayor Pro Tem Joe Farmer, from Allen, advised of the
greenbelt/linear park study being conducted by the City of Allen
and the fact that a member of the committee on this study repre-
senting the City of Plano had terminated with the city and needed
to be replaced. City Manager Bob Woodruff advised that a
replacement had been made with the appointment of John Rainwater,
with Plano's Parks and Recreation Department.
Bill Petty, Director of Community Development in Allen,
advised of the redesign of the bridge on Alma Road over Rowlett
Creek and the work between the City of Allen and Plano on this
project and the need to regulate how this construction will
impact that area.

joint meeting of the Allen City Council and the Plano City Council
was adjourned by Mayor Rodenbaugh at 8:55 p.m. on Tuesday,
February 11, 1986.
