The called - special emergency session of the Allen City
Council was called to order by Mayor Rodenbaugh at 8:15 P.M.
on Monday, July 21, 1986, in the Council Chambers of the Allen
Municipal Annex, One Butler Circle, Allen, Texas.
Ordinance No. 711-7-86: An Ordinance
of the City of Allen, Collin County,
Texas, Providing for Outside Watering
and Landscape Irrigation, Declaring
an Emergency, Providing for an Effective
Date, Providing a Penalty for Violation
Hereof, Providing for Severability and
Publication of the Caption Hereof. (Agenda Item II)
City Manager Jon McCarty advised the Council of the
continuation of the problems the city is having with keeping
the above -ground storage tank filled with water as he had
reported to the City Council at the last Council meeting.
Ernie Hoback, Director of Public Works, distributed to
the Council two sets of color -coded tank flow charts for the
city's above -ground water storage tank and reviewed the
charts with the Council.. Mr. Hoback pointed out the extreme
usage of water on various days during the evening hours and
the results being that the water level in the storage tank
was only at 10' or less which is very unsafe particularly
if there was a major fire or water main break.
Mr. McCarty reviewed the chart for this week in comparison
to last week's and emphasized the fact that the water usage
is continuing to be heavy and could continue to get worse,
therefore, it was important that the city take action to
regulate the water usage.

Mr. McCarty reviewed the proposed ordinance with the City
Council and advised of research he had conducted with the North
Texas Municipal Water District and the City of Richardson before
the ordinance was prepared.
The Council discussed with city staff Section II of the
proposed ordinance and the need to include the word "lawns",
along with shrubs, trees and building foundations. There was
also discussion on the termination clause in the ordinance
being April 1, 1988 and the fact that the city might consider
a longer period of time than that. The Council discussed
whether there was such a need and how it would benefit the
city's administrative staff when a crisis situation occurs.
MOTION: Upon a motion made by Councilman Pendleton and
seconded by Councilman Pennington, the Council
voted 5 - 0 to adopt Ordinance No. 711-7-86, with
Section II to be amended to include the word "lawns".
The motion carried.
City Manager McCarty advised the Council that a letter
from the city would be sent to all water billing customers
advising them of the ordinance and the water situation.
Items of Interest to the Council (Agenda Item III)
City Manager McCarty advised the Council that the city
had received today their bond rating from Standard and Poors.
The bond rating was BBB- on the General Obligation Bonds and

BBB on the Water and Sewer Revenue Bonds, The Council briefly
discussed how those ratings compared with the ratings they had
received last year.
This item was received as a matter of information. There
was no action taken on this item.

MOTION: Upon a motion made by Councilman Wilson and seconded
by Councilman Pennington, the Council voted 5 - 0 to
adjourn the called - special emergency session of the
Allen City Council at 8:45 p.m. on Monday, July 21, 1986.
The motion carried.
