The called - special workshop session of the Allen City
Council was called to order by Mayor Rodenbaugh at 7:14 p.m.
on Wednesday, November 19, 1986, in the lunchroom area of
the Allen Municipal Annex, One Butler Circle, Allen, Texas.
The called - special workshop session of the Allen Planning
and Zoning Commission was called to order by Chairman Glass
at 7:14 p.m. on Wednesday, November 19, 1986, in the lunchroom
area of the Allen Municipal Annex.
Statement of the Purpose of
the Workshop (Agenda Item II)
City Manager Jon McCarty advised the Council and the
Commission of the purpose of the meeting which is to provide
an orderly, progressive, and meaningful discussion between
the City Council and the Planning & Zoning Commission to consider
recommendation of specific sections of the text of the Compre-
hensive Zoning Ordinance, to review use and area regulations for
proposed zoning districts, and to receive input from the City
Council on conceptual planning issues presently being examined
by the Planning & Zoning Commission.
Mr. McCarty then reviewed the areas that had been covered
in the previous meetings held on July 29, 1986 and August 13,
1986.

Bill Petty, Director of Community Development, spoke
before the Council and the Commission on new zoning districts
that needed to be created. One district was the "PH" Patio
Home or "GH" Garden Home District. Mr. Petty advised that
city staff preferred to use the designation of "GH" Garden
Home District rather than "PH" Patio Home. Mr. Petty then
reviewed the purpose of this district and the use regulations,
height regulation, area regulations, size of lots, lot coverage,
minimum dwelling size and building regulations.

Multi -Family 3 district. There was considerable discussion
by the Council and the Commission on the use of the term
"MF -3" and this being a separate multi -family zoning classification.
By consensus of the Council and the Commission, it was
concluded that the "MF -3" Multi -Family 3 district be approved
as presented.

Mr. Petty then reviewed the purpose and use regulations
for the "GO" Garden Office District.
It was the consensus of the Council and the Commission
that the "GH" Garden Home District and the "GO" Garden
Office District be approved as presented.
Mr. Petty then reviewed the "IT" Industrial Technology
District by stating the purpose and the use regulations.
There was discussion by the Council and the Commission
on the density and floor area ratio in this district. There
was also discussion on outside storage in this "IT" district
as well as outside storage in the "GO" district. It was
concluded after the discussions that in the purpose for both
districts there needed to be statements added that there would
be no outside storage in those districts.
There was further discussion by the Council and the Com-
mission on the fact that there needed to be added to the
"IT" district that the lot sizes had to be at least a 2 acre
minimum for development.
It was the consensus of the Council and the Commission
that the "IT" Industrial Technology District be approved as
presented with the addition of the following statements:
1. That stated in the purpose for "GO" Garden Office
and "IT" Industrial Technology District there
shall be no outside storage.
2. That added to the "IT" Industrial Technology
District, the lots must be a 2 acre minimum.
The next area of discussion was the proposed "MF -3"
Multi -Family 3 district. There was considerable discussion
by the Council and the Commission on the use of the term
"MF -3" and this being a separate multi -family zoning classification.
By consensus of the Council and the Commission, it was
concluded that the "MF -3" Multi -Family 3 district be approved
as presented.

Review Conceptual Issues Related
to the Zoning Ordinance (Agenda Item IV)
Mr. Petty explained to the Council and the Commission
the site plan review process and the proposed changes to the
process now in place. Proposed changes included that criteria
be definite and stated with clarity and it was suggested that
architectural front elevations be required for high visibility
areas.
There was considerable discussion on the site plan review
process, those site plans to be reviewed and approved by city
staff, site plans for planned development districts, and who
would develop specific criteria for site plan review process.
By a consensus, the Council and the Commission approved
of the conceptual changes to the site plan review process as
submitted, with city staff to develop criteria for site plan
submissions.
Mr. Petty then presented the recommendation for proposed
changes to provide clarity in the specific use permit process.
Mr. Petty then reviewed the criteria that was recommended
for consideration.
There was considerable discussion on the statement
that said "screening required if property is an outparcel"
and only the use of that requirement if the outparcel backups
to the front of other stores. There was also discussion and
further explanation on the statement "alleys and fire lanes
!: shall not provide ingress/egress for entry".
By a consensus, the Council and the Commission approved
of the conceptual changes for specific use permits as presented
by city staff.
Mr. Petty presented the recommendation as proposed by the
Planning & Zoning Commission on a need for determination for
a minimum dwelling unit size for apartments and pointed out the
fact that the Planning and Zoning Commission did not have a
specific recommendation, but were concerned that there were not
enough apartments for efficiencies, small apartments, etc., in
Allen.
There was considerable discussion by the Council and the
Commission on what the minimum size should be, was there a
market for this small size or efficiency size in Allen, what
the dimensions of an efficiency apartment were in other areas,
how an efficiency apartment was laid out, and recommendations
on the minimum square footage.
A recommendation made by Councilman Womack was:
MF -1 allow a 500 sq. ft. minimum, with an average of
no less than 850 sq. ft.
MF -2 allow a 500 sq. ft. minimum, with an average of
no less than 700 sq. ft.
MF -3 allow a 500 sq. ft. minimum, with an average of
no less than 775 sq. ft.
By a consensus vote of the Council and the Commission,
the Council and Commission approved of the above recommendation
for the minimum dwelling unit size for apartment complexes.

Review Conceptual Issues Related
to the Zoning Ordinance (cont'd) (Agenda Item IV)
Mr. Petty then advised of some proposed changes to the
retail center standards and stated that the city staff was
currently working on those standards. He did distribute
to the Council and the Commission handout materials entitled
"Corner Design Guidelines" and reviewed with the Council and
the Commission items explained in that document.
Mr. Petty advised that no action by the Council or Com-
mission was needed on this particular area at this time and
stated that the city staff was working on standards to be
brought back for approval.
Mr. Petty then reviewed the proposal for two commercial
districts to be created. The first commercial district being
less intense than the second one. He advised that some of the
uses from the General Business and Light Industrial might be
considered for these districts.
Mr. Petty also reviewed the proposed "light industrial
district" and explained that some of the uses in the General
Industrial District be reconsidered for this new district.
There was discussion by the Council and the Commission
on these districts and it was concluded that the city staff
would do more work on the proposals for the two commercial
districts as well as the light industrial district.
Mr. Petty then reviewed the recommendation for a commercial
corridor district to be created for the highway corridor
districts.
There was discussion on the allowable uses that are per-
mitted in that district and a portion of the Comprehensive
Master Plan was reviewed as to those uses.
By consensus, the Council and the Commission approved of
the creation of a commercial corridor district for the highway
corridor districts.
Mr. Petty advised the Council and the Commission that the
items "H" and "I" on page 13 of the handout materials had been
covered under the guidelines approved for large tract zoning
cases and with approval of the traffic regulations.
There was considerable discussion on items "H" and "I"
and the use of the comparative tables and whether they were
going to be adhered to, if the tables will be used in relation
to the neighborhood districts or as they relate to each tract.
By consensus, the Council and the Commission approved of
items "H" and "I" as proposed.
With no further discussions, Mayor Rodenbaugh adjourned
the called - special workshop session of the Allen City Council
at 9:30 p.m, on Wednesday, November 19, 1986.
