CALLED - SPECIAL WORKSHOP SESSION
JULY 30, 1987
City Manager Jon McCarty provided the Council with
opening remarks about the handout materials that had been
distributed to the Council. Those documents were "Some
Guiding Principles," an article called, "Building an
Effective Enterprise Development Strategy," a report from
the MIS Report, "Strategies for Local Enterprise Development,"
and an article taken from the State Board of Insurance Monthly
Magazine on "Tools for Growth: Tax Abatement/Tax Increment
Financing." Mr. McCarty advised that Michael Stanger, Administrative
Assistant, would be making a presentation on these documents
and then there would be discussion.
Michael Stanger reviewed with the Council the important
aspects of each of the subject articles and distributed to
the Council some additional handout information summarizing
the articles he had reviewed. That information was "economic
development readings", "TEXCEL Standards" and "Roles and
Functions". Mr. Stanger also provided a sample of an agreement
developed for parties entering into an economic development plan.
Mr. Stanger then reviewed the additional handout information
with the Council.
Mr. Stanger then spoke briefly before the Council on the
background of the "TEXCEL" Program and the work that the city
had done in that program and the status of the program to date.

The called - special workshop session of the Allen City
Council was called to order by Mayor Rodenbaugh at 7:15 p.m.
on Thursday, July 30, 1987, in the Council Chambers of the
Allen Municipal Annex, One Butler Circle, Allen, Texas.

The Council discussed the position of the city in the
economic development strategy and if the Council foresaw
the city taking the lead role in the development of that
strategy or the city just taking a supporting role with
other participants.
There was further discussion by the Council on what the
economic development strategy should be, i.e., what could be
done to promote local businesses and encourage citizens to
shop in Allen rather than going to Plano, what incentives could
be offered to large companies wishing to relocate to this area
and that could also be offered to local businesses, the taking
of another survey to pin point why people don't shop here
first, what businesses are needed here, etc.
The Council discussed the use of promotional handouts
or brochures and heard a report from Joan Linebarger, with
the Allen Chamber of Commerce, about the new brochure they
are producing about Allen and how the funding of the brochure
was raised.
Discussion continued by the Council on the development
of the economic development strategy and how all of the
participants needed to be in agreement on the plan and the
implementation of it in order for it to be accomplished.
The Council discussed with Joan Linebarger, with the Allen
Chamber of Commerce, what type of questions were posed by
prospective business representatives who were either interested
in starting new businesses in Allen or relocating businesses
to Allen. The Council discussed that current zoning of
property can be an issue and that the city needs to determine
its strengths and weaknesses in this area and make some
decisions on what is best.
There was further discussion by the Council on the
approach that the city staff is taking at the present time
when individuals ask questions about certain zoning or
development in the city.
The Council discussed with city staff what direction
should be taken at this time regarding economic development
and the use of the "TERCEL" program and how the Council
felt about the use of the memorandum of agreement for
starting the development of the program. The Council dis-
cussed again the position of the city in that agreement,
some problems that could arise on who is responsible for
what, and proceeding with the program.
In further discussion, it was concluded by the Council
that they were agreeable with the "TEXCEL" program and with
the city staff proceeding with the next step in the program.
There was a clarification with city staff as to what the next
step would be and Mr. Stanger indicated that it would be a
gathering of the participates to be included in the memorandum
of agreement. The Council concurred in that step and the
commitment to provide for a representative or representatives
to serve on a committee for that purpose.
Items of Interest to the Council (Agenda Item III)
City Manager Jon McCarty reviewed for the Council a
calendar of upcoming events pertaining to the FY 1987 - 88
Budget. Mr. McCarty advised that the budgets would be
delivered on Friday, July 31, 1987. The budget retreat
would be held on August 7, 8, & 9, 1987 at the Pecan Plantation
Country Club at Granbury, Texas,

Items of Interest to the Council (cont'd) (Agenda Item III)
Councilman Jim Wolfe provided the Council with an update
on a recent meeting held with the homeowners, developers, and
builder in the situation regarding residents in Fountain Park
regarding the Berkshire development in Fountain Park VII
Subdivision, Mr. Wolfe advised of the discussions and the
new list of concerns to be addressed by the developers and
builder.

MOTION: Upon a motion made by Councilman Jerry Wilson and
seconded by Councilman Jack Pennington, the Council
voted 6 - 0 to adjourn the called - special session
of the Allen City Council at 9:17 p.m. on Thursday,
July 30, 1987. The motion carried.
