Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Vice Chair Holley
called the meeting to order at 7:01 p.m. on Monday, February 13, 2017 in the
Community Room of the Municipal Court and Parks and Recreation
Administration Building at 301 Century Parkway, Allen, Texas.
1) Approve Minutes of the Monday, November 14, 2016 Regular Meeting

' the Parks and Recreation Board voted six (6) for and none (0) opposed to
approve the minutes from the November 14, 2016 Regular Meeting as
presented. The motion carried.
2) Approve Minutes of the Monday, January 9, 2017 Special Called Meeting
Motion: Upon a motion by Member Cowart and a second by Member Vizcaino
the Parks and Recreation Board voted six (6) for and none (0) opposed to
approve the minutes from the January 9, 2017 Special Called Meeting as
presented. The motion carried.
3) Recommend City Council Adopt the Standards of Care Necessary for Day Care
Exemption
Recreation Services Manager, Travis Cunniff, explained the licensing exemption
requirements and shared with the board the only notable change made from the
standards submitted last year is the standards will now allow for medicines other than
EpiPen to be administered by camp staff. Procedures and guidelines for these
medication will be similar to those of the EpiPen.
Motion: Upon a motion by Member Vizcaino and a second by Member Cowart
the Parks and Recreation Board voted six (6) for and none (0) opposed to
recommend that City Council Adopt the Standards of Care Necessary for
Day Care Exemption as presented. The motion carried.
4) Review and Adopt Updated Recreation Standard Operating Procedures
Travis Cunniff, Recreation Services Manager, shared with the board the Recreation
Division Standard Operating Procedures — Admissions and noted that the only
proposed update is to Item 7 of the Don Rodenbaugh Natatorium's Membership, Daily
Admission and Punch Card Use. The item will now read: Those without a
membership can pay a daily admission for use of the pool, during valid open public
swim hours (see facility hours). During non -open public swim hours, access to the
pool area will be limited to members and those who are participating in City of Allen
authorized activities.
Motion: Upon a motion by Member Vizcaino and a second by Member Cowart
the Parks and Recreation Board voted six (6) for and none (0) opposed to
Adopt the Updated Recreation Standard Operating Procedures as presented.
The motion carried.
5) Presentation of Region Field Study
Ken Ballard of Ballard*King & Associates and Mick Massey of Barker Rinker Seacat
Architecture presented to the board the findings of the Regional Field Study that was
recently conducted by Allen and four surrounding cities including Frisco, McKinney,
' Plano, and Richardson. The study addressed current field inventories, took into

' account trends in individual sport participation, and field maintenance costs as well as
provided some general regional recommendations.
6) Update on Ongoing Projects
The Ford Pool construction project is currently being wrapped up and Ford Pool fees
are scheduled to go to City Council for approval on February 28.
The city attorney is currently working on the land purchase contract for the potential
property purchase presented at the January 9, special called meeting.
The Joe Farmer Bridge project has been sent out for bid again with some modifications
since the first responses were significantly over budget.

' Member Vizcaino, the Board voted six (6) for and none (0) opposed to
adjourn the meeting at 8:33 p.m. The motion carried.
