With a quorum of the Council Members present, the called - special
session of the Allen City Council was called to order by Mayor Farmer at
7:00 p.m. on Thursday, September 6, 1988, in the Council Chambers of the
Allen Municipal Annex, One Butler Circle, Allen, Texas.
Public Hearing on the Proposed
Tax Rate for the Fiscal Year
1988 - 89 Budget (Agenda Item II)
Mayor Farmer advised the Council and those present in the audience of
a meeting being conducted by the Allen Independent School District. At this
meeting the school district's Board of Trustees would be adopting their tax
rate. Due to the conflict of meeting times, Mayor Farmer advised that the
City Council would hold this meeting open until people from the other
meeting can arrive.
Mayor Farmer advised of the public hearing process on the tax rate and
how the meeting would be conducted.
At this time City Manager Jon McCarty spoke before the Council and the
audience on the budget document and the proposed tax rate of 594 per $100
valuation. Mr. McCarty introduced the other members of city staff that were
present. Those members being Richard Carroll, Chief of Police, Ron Gentry,
Fire Chief, and Charlotte Smith, Finance Director. He then provided a
presentation on the contents of the city's budget. Mr. McCarty reviewed the
city's fiscal year beginning on October 1 and ending on September 30, and
advised of the items to be considered by the Council on their agenda for the
September 15 meeting regarding the adoption of the budget and the tax rate.
Mr. McCarty reviewed the components of the budget and the contents of
a tax bill. Mr. McCarty explained the need by the city to raise the tax rate
to 3.5¢ due to the reduction in assessed property values experienced in the
city this year, and the lack of development and growth.
Mr. McCarty advised that one focus of the budget for next year was to
enhance the salaries and benefits of city employees and their training.
Mr. McCarty explained the city's two funds, General Fund and Water and
Sewer Fund. Using overhead transparencies, Mr. McCarty reviewed the
figures for the city's revenues and sales tax receipts, a chart of assessed
property values, the tax structure, and the bond indebtedness. He then
reviewed the figures related to the city's water and sewer fund and its
expenditures and revenues.

City Manager McCarty then reviewed expenditures for all city depart-
ments, projected expenditures for next year, new programs and new personnel.
Mr. McCarty advised of the estimated fund balance and reviewed the program
in the Fire Department to increase personnel in order to begin implementation
of the paramedic program.
Mayor Farmer then opened the public hearing on the tax rate.
The following individuals spoke before the Council and/or posed questions
to the Council on the tax rate and the city's budget, the paramedic program,
and city employees' salaries:
David Clark, 1333 Mistywood, Allen, Texas
Cheryl Swaner, Cottonwood Bend area, Allen, Texas
David Kerr, 711 Greenbrook, Allen, Texas
Scott Kerr, 209 Ellis, Allen, Texas
With no further input or discussion, Mayor Farmer closed the public
hearing.
Mayor Pro Tem Wilson spoke about the proposed paramedic program and
the research and work that had been done recently on the implementation of
this program in Allen.
Mayor Farmer provided information on the salary survey conducted by the
City Manager for city employees during the budget process.
4 Set Meeting Date, Time and Place
to Adopt Tax Rate (Agenda Item III)
Mayor Farmer advised the Council and the audience that the Allen City
Council would be considering the adoption of the tax rate at the regular City
Council meeting to be held on Thursday, September 15, 1988, at 7:30 p.m., in
the Council Chambers of the Allen Municipal Annex.
Adjournment (Agenda Item IV)
MOTION: Upon a motion made by Councilman Pendleton and seconded by
Councilman Wolfe, the Council voted seven (7) for and none (0)
opposed to adjourn the called - special session of the Allen City
Council at 8:22 p.m. on Thursday, September 6, 1988. The motion
carried.
