Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Losavio called
the meeting to order at 7:00 p.m. on Monday, August 14, 2017 in the Community
Room of the Municipal Court and Parks and Recreation Administration Building at
301 Century Parkway, Allen, Texas.
1) Approve Minutes of the May 8, 2017, Regular Meeting
Motion: Upon a motion by Member Cowart and a second by Member Davidson,
the Parks and Recreation Board voted five (5) for and none (0) opposed to
approve the minutes from the May 8, 2017 Regular Meeting as presented.
The motion carried.
2) Appoint Parks Board Liaison to the Senior Advisory Committee
As opposed to appointing one liaison, Chair Losavio suggested having a rotating
schedule allowing for one Board member to serve as a liaison each month. She shared
3) Approve Three Citizen Appointments to the Senior Advisory Committee
Member Davidson reported the Senior Advisory Selection Panel's recommendations
and Travis Conniff, Recreation Services Manager, shared a printed list of the
candidates.
Motion: Upon a motion by Member Davidson and a second by Member Holley,
the Parks and Recreation Board voted five (5) for and none (0) opposed to
appoint Darlene Zumo, Connie Holliday and Pat Woodside to the Senior
Advisory Committee. The motion carried.
4) Staff Introductions
The following staff were introduced to the Board: Bill Herman, Assistant General
Manager, Allen Event Center; Michael Martin, Assistant General Manager, Allen
Event Center; Matt Spiko, Head Golf Professional, The Courses at Watters Creek;
Aura Marie Underwood, Special Events Coordinator, Parks and Recreation
Department.
5) Receive Subcommittee Updates
' Director Dentler shared copies of the current ordinances for review and explained that
over the next 4-6 months they will be updated.
6) Discuss Facility Age Requirements
The age at which children can be unaccompanied at Joe Farmer Recreation Center was
reviewed and discussed. Currently the age is seven years old and there was some
concern expressed by the Board that this may be too young and the lack of viable
alternatives was discussed. Age requirements of surrounding cities were reviewed and
staff will collect farther information on how many youths are being admitted into Joe
Farmer Recreation Center unaccompanied.
7) Update on Ongoing Projects
The Westside Community Park was officially named as Spirit Park.
Construction on Windridge Park began August 14, 2017.
Replacement of playground equipment at Green Park is scheduled to begin in August
and be completed by late October/early November. Phase II will be trail
improvements and site furnishings and is scheduled to begin after the completion of
the playground replacement.

the Parks and Recreation Board voted six (6) for and none (0) opposed to
adjourn the meeting at 8:05 p.m. The motion carried.
