Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:41 p.m. on Tuesday, November 14, 2017, in the City Council Conference Room of
the Allen City Hall, 305 Century Parkway, Allen, Texas.
1. Taping of the Christmas Message.
2. Update on the Annual Christmas Tree Lighting.
3. Committee Updates from City Council Liaisons.
4. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:58
p.m. on Tuesday, November 14, 2017.
Call to Order and Announce a Ouorum is Present
With a quomm of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:03 p.m. on Tuesday, November 14, 2017, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

Citizen's Comments.
• Matt Koehrsen, President of the Allen Police Association, addressed the Council regarding police
salary comparisons across the region.
2. Presentation of Proclamations by the Office of the Mayor.
• Presentation of a Proclamation to J.P. Holland and Representatives of the Collin County Homeless
Coalition, Proclaiming November 11-19, 2017, as "Hunger and Homelessness Awareness Week."
• Presentation of a Proclamation to Sharon Mayer and Allen Area Small Business Owners,
Proclaiming November 25, 2017, as `Small Business Saturday."
Consent Agenda
MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Brooks,
the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
' 3. Approve Minutes of the October 24, 2017, Regular City Council Meeting.
4. Adopt an Ordinance Changing the Name of a Portion of "Lake Texoma Circle" to "Lake
Whitney Lane" and a Portion of "Rivercrest Drive" to "Rivercrest Boulevard."
ORDINANCE NO. 3531-11-17: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, CHANGING THE NAME OF LAKE TEXOMA CIRCLE
BETWEEN LAKE TAWAKONI DRIVE AND LAKE TEXOMA CIRCLE AS DESCRIBED ON
EXHIBIT "A" TO LAKE WHITNEY LANE AND CHANGING THE NAME OF RIVERCREST
DRIVE BETWEEN ROARING SPRINGS DRIVE AND SPRING WILLOW DRIVE AS

5. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement for Police
Training Services Between the City of Allen and City of Richardson and City of Plano.
RESOLUTION NO. 3532-11-17(R): A RESOLUTION OF THE CITY COUNCIL FOR THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
THE ATTACHED INTERLOCAL AGREEMENT FOR POLICE ACADEMY TRAINING
SERVICES; AUTHORIZING EXECUTION OF THE INTERLOCAL AGREEMENT FOR POLICE
ACADEMY TRAINING SERVICES BY THE CITY MANAGER; AND PROVIDING AN
EFFECTIVE DATE.
' 6. Authorize the City Manager to Execute a Preventative Maintenance, Service and Repair
Agreement with Daktronics, Inc., for the Video and Sports Production Equipment at the Allen
Event Center in the Amount of 545,000.

7. Authorize the City Manager to Execute a Payment to City of Plano for Half the Cost of a Radio
Technician per the Interlocal Agreement Governing the Operations of the Motorola Joint Radio
System Owned by both the City of Allen and City of Plano in the Amount of $52,189.
S. Authorize the City Manager to Execute an Agreement for Consulting Services with Terracon
Consultants, Inc., for Construction Materials Testing for the Ridgeview Drive (Cottonwood
Creek to Chelsea Boulevard) Project in the Amount of $68,385.
9. Authorize the City Manager to Execute a Software Support Agreement with Intergraph
Corporation, d/b/a Hexagon Safety & Infrastructure, for the Renewal of Software Support for
the Records Management System Utilized by Police in the Amount of $71,309.
10. Authorize the City Manager to Execute the Purchase of Flow Meters and Water Testing Supplies
from Hach Company, Inc., in the Amount of $75,000.
11. Award Bid and Authorize the City Manager to Execute an Annual Contract with Standard Utility
Construction, Inc., for Maintenance of City -Owned Street Lights for an Annual Amount of
$180,000 with Two Optional One -Year Renewals.
12. Authorize the City Manager to Execute a Contract for Traffic Signal Communication System
Replacement with Scientel Solutions Through the Houston -Galveston Area Council (H -GAC)
Cooperative Purchasing Agreement in the Amount of $185,000.
' 13. Authorize the City Manager to Execute a Professional Services Agreement with Belmont Ice
House for Marketing Agency Services for the Allen Convention & Visitors Bureau in the Annual
Amount of $187,371 with Three Optional One -Year Renewals.
14. Appoint Deborah Michnick, Animal Shelter Supervisor, to Place No. 3 on the Alen Animal
Shelter Advisory Committee.
15. Motion to Set Saturday, January 20, 2018, as the Date for the Strategic Planning Session with
City Council.
The motion carried.

16. Conduct a Public Hearing and Adopt an Ordinance for Specific Use Permit No. 157 for a Medical
or Dental Office Use for an Approximately 1,5001 square foot portion of a Building Generally

Medical or Dental Office Use for an Approximately 1,500± square foot portion of a Building
Generally Located North of Exchange Parkway and East of Twin Creeks Drive. The motion
carried.
17. Conduct a Public Hearing and Adopt an Ordinance for Specific Use Permit No. 158 for a Medical
or Dental Office Use for an Approximately 1,947± square foot portion of a Building Generally
Located North of Exchange Parkway and East of Twin Creeks Drive. [Allen Smile Design -
Medical Office Use]
' Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
Dr. Tony Lavis, 1420 W. Exchange Parkway, Suite 170, Allen, Texas did not speak, but wished to
record his support for this item.
With no one else speaking, Mayor Terrell closed the public hearing.

18. Items of Interest.
• The Nativity Exhibit will be held on December 1 and 2 at the Church of Jesus Christ of Latter Day
Saints on Exchange Parkway.
• The Allen Eagles Football playoff game is on Friday, November 17 at Allen High School.
• Council wished happy birthday to Rebecca Vice and Councilmember Brooks.
Executive Session
The Executive Session was not held.
