WORKSHOP SESSION - 6:15 P.M. (Agenda Item II)
With a quorum of the Council Members present, the workshop session of
the Allen City Council was called to order by Mayor Farmer at 6:28 p.m. on
Thursday, December 22, 1988, in the Conference Room of the Allen Municipal
Annex, One Butler Circle, Allen, Texas.
City Secretary Marty Hendrix reviewed with the Council the two proposed
resolutions, one validating the tax rollback petition presented to the city on
December 8, 1988 and the other resolution calling the rollback tax election.
Mayor Farmer advised of a letter received from the City Attorney Don
Crowder in response to several questions posed by the City Manager regarding
the use of city funds to advocate a position on the vote in the city's rollback
tax election, and the city undertaking to prepare, reproduce and distribute
factual information regarding the tax rollback.
City Manager Jon McCarty discussed the contents of the letter with the
Council and advised of the Council's position in the matter.
There was further discussion by the Council on providing factual
information regarding the rollback tax election and the affects of it on the
city.
Mayor Farmer then reviewed the third resolution on the agenda, the
recent changes that were made to the resolution based upon the letter from
the city attorney, and the need to make changes in the caption to reflect the
changes that were made in the resolution.
There was considerable discussion by the Council on Section 4 of the
resolution which stated that the City Council will respond to all requests by
providing factual and complete information related to issues inherent in the
tax rollback election. There was also discussion on this section in relation to
the comments in the city attorney's letter.
The Council reviewed in detail the other three sections of the third
resolution and concurred in the contents of those sections.
With no further discussion in the workshop session, Mayor Farmer
recessed the workshop session of the Allen City Council at 6:52 p.m.

With a quorum of the Council Members present, the called - special
session of the Allen City Council was called to order by Mayor Farmer at
7:00 p.m. on Thursday, December 22, 1988, in the Council Chambers of the
Allen Municipal Annex, One Butler Circle, Allen, Texas.
Resolution No. 893-12-88(R): A

Mayor Farmer advised of the proposed resolution and the resolution
number was read by the City Secretary. Mayor Farmer read the caption, as
shown above, into the record. Mayor Farmer then reviewed the contents of
the resolution.
MOTION: Upon a motion made by Councilman Pendleton and seconded by
Councilman Womack, the Council voted seven (7) for and none
(0) opposed to approve and adopt Resolution No. 893-12-88(R), as
captioned above. The motion carried.

Held on February 4, 1988 in Accor-

Voting For and Against the Pro-

Mayor Farmer advised of the proposed resolution. The City Secretary
read the resolution number. Mayor Farmer read the caption, as shown above,
into the record. Mayor Farmer then reviewed the contents of the resolution
and advised of the location of the polling place for the election.
MOTION: Upon a motion made by Councilman Wolfe and seconded by
Councilman Glass, the Council voted seven (7) for and none (0)
opposed to approve and adopt Resolution No. 894-12-88(R), as
captioned above. The motion carried.

Mayor Farmer advised of the proposed resolution. The City Secretary
read the resolution number. Mayor Farmer read the caption, as shown above,

and read the four sections of the resolution into the record as follows:

Section 1. The City Council finds the above information to be true and
correct.
Section 2. The City Council, in consideration of the tax rollback
petition has re-evaluated the programs for which the tax rate
was set exceeding the 8% limit and as a result of that re-
evaluation, the City Council reaffirms the importance that
the programs represent for the community.
Section 3. The City Council embraces the concept that the will of the
people should provide direction to the City Council regarding
any and all matters of vital importance to the community.
Section 4. The City Council will respond to all requests by providing
factual and complete information related to issues inherent in
the tax rollback election.
MOTION: Upon a motion made by Councilman Womack and seconded by
Councilman Glass, the Council voted seven (7) for and none (0)
opposed to approve and adopt Resolution No. 895-12-88(R), as
captioned above. The motion carried.
Consider Any Other Items Related
to the Tax Rollback Election (Agenda Item VI)
Mayor Farmer asked the city staff and the Council if there was any
other information or items relating to the tax rollback election that needed
to be discussed at this time.
City Secretary Marty Hendrix advised that the list of election officials
would be submitted to the Council at either the first or second Council
meeting in January.
Councilman Gary Edstrom commended the city staff on the work that had
been done in this matter.
Items of Interest to the Council (Agenda Item VII)
There were no items of interest to be brought forward to the Council at
this time.
With no further discussion, Mayor Farmer recessed the regular session of
the Allen City Council at 7:11 p.m. on Thursday, December 22, 1988.
Executive Session (Agenda Item VIII)
In accordance with Article 6252-17, V.A.T.C.S. (Open Meetings Law),
Section 2(g), the Allen City Council convened into Executive Session at
7:16 p.m. in the Conference Room of the Allen Municipal Annex, One Butler
Circle, Allen, Texas, in order to discuss matters pertaining to personnel.
The personnel matters pertained to Council -appointed employees.
The Executive Session was adjourned at 7:53 p.m.
Reconvene to Adjourn (Agenda Item U{)
The Allen City Council reconvened into regular session at 7:55 p.m. in the
Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen,
Texas.

MOTION: Upon a motion made by Councilman Glass and seconded by

opposed to adjourn the called - special session and workshop
session of the Allen City Council at 7:55 p.m. The motion
carried.
