With a quorum of the Council Members present, the called - special session
of the Allen City Council was called to order by Mayor Farmer at 7.04 p.m. on
Thursday, May 111 19891 in the Council Chambers of the Allen Municipal Annex,
One Butler Circle, Allen, Texas
Canvass of Election Returns for the
May 8, 1989 City Council Election
(Agenda Item II)
Acting City Secretary Judy Morrison reviewed for the City Council the
election returns for the City Council Election held on Saturday, May 6, 1989 Mrs.
Morrison advised the Council that the handout materials included a record of ballot
distribution, an item of information noting the number of votes cast in each
election for the past 17 years, a tabulation of voters at specific tunes during
election day, the election returns as indicated by the election judge showing 37
absentee votes had been cast and 555 votes were cast at the regular polling place
and a summary of the precinct returns pointing out the following results.

Resolution No. 922-5-89(R): A Resolu-
tion of the City Council of the City of
Allen, Collin County, Texas, Declaring
the Results of the General Election of the
Allen City Council Held on May 6, 1989. (Agenda Item III)
Mayor Farmer advised the Council that the proposed resolution showed the
total cumulative votes cast in the election, being 592, with the following individuals
being declared to receive the highest number of votes and being declared as the
official elected Council Members.

MOTION Upon a motion made by Councilman Pendleton and seconded by Mayor
Pro Tem Wilson, the Council voted six (6) for and none (0) opposed
to approve and adopt Resolution No. 922-5-89 (R), as previously
captioned. The motion carried.
Administration of Oaths -of -Office by
City Secretary and Presentation of
Certificates of Election by Mayor (Agenda Item IV)
Acting City Secretary Judy Morrison administered the oaths -of -office to the
re-elected Councilman in Place No. 1, Rex Womack, to the re-elected Councilman
in Place No. 3, Bobby Glass and to the newly elected Councilman in Place No. 5,
Alan Fyke.
Mayor Farmer presented the Certificates of Election to Councilman Rex
Womack, Councilman Bobby Glass and Councilman Alan Fyke and offered
congratulations to those individuals
At this time, Councilman Alan Fyke took his place on the Council Bench
Election of a Mayor Pro Tem (Agenda Item V)
Mayor Farmer advised that since the Charter does not indicate when the
Mayor Pro Tem should be elected, it has been customary to elect the Mayor Pro
Tem at this special called meeting of the canvass of election returns.
Mayor Farmer opened the floor for nominations of Mayor Pro Tem.
Councilman Glass nominated Jerry Wilson as Mayor Pro Tem.
MOTION Upon a motion made by Councilman Womack and seconded by
Councilman Edstrom, the Council voted five (5) for, none (0) opposed
and one (1) abstention, with Jerry Wilson abstaining, that nominations
cease and that Jerry Wilson be elected as the Mayor Pro Tem by
acclamation. The motion carried.

Items of Interest to the Council (Agenda Item VI)
The Council expressed their thanks and appreciation to outgoing Councilman
Jim Pendleton for his years of service to the City on the various committees,
commission and Council.
Mayor Pro Tem Wilson advised the Council that the Allen Economic
Development Alliance met to review the business and residential surveys. The
Alliance will meet later this month to develop the economic development strategy
Mayor Farmer expressed his appreciation to Jim Pendleton for his service
throughout the years and expressed a warm welcome to Alan Fyke.

MOTION: Upon a motion made by Councilman Womack and seconded by Mayor Pro
Tem Wilson, the Council voted six (6) for and none (0) opposed to
adjourn the called special session of the Allen City Council at 7.22
p.m., on Thursday, May 11, 1989 The motion carried.
