Introduction of Elias Shaikh, Chair of the Keep Allen Beautiful Board. 2. Update Regarding Amendments to the Allen Land Development Code. 3. Committee Updates from City Council Liaisons. 4. Questions on Current Agenda. With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:58 p.m. on Tuesday, February 27, 2018. Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:06 p.m. on Tuesday, February 27, 2018, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. Consent AYcnda MOTION: Upon a motion made by Councilmember Brooks and a second by Mayor Pro Tem Caplinger, the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda as follows: 5. Approve Minutes of the February 13, 2018, Regular City Council Meeting. 6. Adopt an Ordinance Amending the Code of Ordinances by Amending Section 2. 102 Relating to ' the Authority of the City Manager, by Amending Subsection (d), (f), (h) and Adding a New Subsection (k); Providing a Repealing Clause; Providing a Severability Clause; Providing a Savings Clause; and Providing an Effective Date. ORDINANCE NO. 3552.2.18: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER 2, "ADMINISTRATION," ARTICLE VII, "ADMINISTRATIVE DEPARTMENTS", BY AMENDING SECTION 2-102 "CITY MANAGER" BY AMENDING SUBSECTIONS (d), (f), (h) AND ADDING A NEW SUBSECTION (k); PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. 7. Adopt a Resolution Approving a Local Project Advance Funding Agreement (LPAFA) with the State of Texas, Acting by and through the Texas Department of Transportation, for the US 75 Roundabout Project. RESOLUTION NO. 3553.2-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF THE ADVANCE FUNDING AGREEMENT (HEREINAFTER "AGREEMENT') FOR THE US 75 - ROUNDABOUT PROJECT, BY AND BETWEEN THE CITY OF ALLEN, TEXAS, AND THE STATE OF TEXAS, ACTING BY AND THROUGH THE TEXAS DEPARTMENT OF TRANSPORTATION; AUTHORIZING ITS EXECUTION BY THE CITY MANAGER; AND PROVIDING AN EFFECTIVE DATE. 8. Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate the Second Year of a Three -Year Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Fund a Third Child Abuse Investigator. Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate a One -Year Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Fund a Third Criminalist (Crime Scene Investigator). RESOLUTION NO. 3555-2-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, TO APPLY FOR, ACCEPT, REJECT, ALTER, OR TERMINATE GRANT #35971-01 FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION PROVIDING FUNDING FOR A CRIMINALIST (CRIME SCENE INVESTIGATOR) POSITION TO BE ASSIGNED TO THE ALLEN POLICE DEPARTMENT, IF AWARDED. 10. Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate a Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Fund an Enhanced Crime Victim Services Program. RESOLUTION NO. 3556-2-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, TO APPLY FOR, ACCEPT, REJECT, ALTER, OR ' TERMINATE GRANT #36274-01 FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION PROVIDING FUNDING FOR AN ENHANCED CRIME VICTIM SERVICES PROGRAM, IF AWARDED. 11. Adopt a Resolution Accepting the Selective Traffic Enforcement Program (STEP) Grant from the State of Texas, Department of Transportation, if Awarded. RESOLUTION NO. 3557-2-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING AN AGREEMENT WITH THE STATE OF TEXAS, TO ACCEPT THE TEXAS DEPARTMENT OF TRANSPORTATION SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) GRANT (GRANT # 2019-ALLENPD-S-IYG- 0112); AND PROVIDING AN EFFECTIVE DATE. 12. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement for Temporary Jail Services, When Necessary, Between the City of Allen and the City of Plano. RESOLUTION NO. 3558-2-18(R): A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF THE ATTACHED INTERLOCAL AGREEMENT FOR JAIL SERVICES (AS NEEDED); AUTHORIZING EXECUTION OF THE INTERLOCAL AGREEMENT AND FUTURE INTERLOCAL JAIL SERVICES AGREEMENTS BY THE CITY MANAGER; AND PROVIDING AN EFFECTIVE DATE. 13. Authorize the City Manager to Execute a Professional Services Agreement with PGAL in the Amount of $492,275 for Architectural/Engineering Services for Phase II of the Central Fire Station Remodel and Expansion Project. Authorize the City Manager to Execute a Contract with Unite Private Network for Leased Fiber Services for Ten (10) Years in the Average Annual Amount of $68,400 with Two (2) Optional 5. year Renewals Through an Interlocal Agreement with Azle Independent School District. 15. Authorize the City Manager to Purchase Traffic Signal Equipment from Paradigm Tragic Systems, Inc., through the Buyboard Cooperative Agreement in the Amount of $53,100. 16. Accept the Resignation of Luke Hollingsworth and Declare a Vacancy in Place No. 2 on the Planning and Zoning Commission. 17. Receive the Summary of Property Tax Collections as of January 2018. The motion carred. 18. Motion to Accept the Fiscal Year 2016.2017 Comprehensive Annual Financial Report (CAFR). MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks, the Council voted seven (7) for and none (0) opposed to accept the 2016-2017 Comprehensive Annual Financial Report. The motion carried. Other Business 19. Calendar. • February 20 - March 2 - Early Voting for the Democratic and Republican Primary Elections • March 6 -Election Day for the Democratic and Republican Primary Elections 20. Items of Interest. • Council recognized scouts from Boy Scout Troop 79 in attendance as a requirement for earring a merit badge. • Council wished happy birthday to Mark Stout, Sam Herald, and Andy Herald. • Council congratulated the Allen Wrestling Team on their 9" State Championship. Executive Session The Executive Session was not held. Adjournment MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Stout, the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the Allen City Council at 7:35 p.m. on Tuesday, February 27, 2018.
