SPECIAL WORKSHOP SESSION - 7:00 P.M.
With a quorum of the Council Members present, the special Workshop session
of the Allen City Council was called to order by Mayor Farmer at 7.07 p.m. on
Tuesday, June 27, 1989, in the Conference Room of the Allen Municipal Annex,
One Butler Circle, Allen, Texas.
Staff Presentation of Preliminary Budget (Agenda Item II -A)
Ton McCarty, City Manager, presented a summary of the preliminary budget
for fiscal year 1989-90 Mr McCarty reviewed the general fund revenues, current
tax calculations, assessed value comparisons, general fund expenditures, capital
outlay requests, personnel requests, the fund balance policy statements and debt
service requirements.
Mr McCarty also discussed the water and sewer revenues, expenditures,
capital outlay requests, personnel requests and debt service requirements.
Council Discussion and Input (Agenda Item II -B)
Mayor Farmer discussed the budget retreat schedule, the amount of Council
discretionary time needed and the necessity to review Economic Development.
Mayor Farmer then opened the floor for discussion on the information presented
regarding the budget and budget issues
Jon McCarty, City Manager, and the City Council discussed the following

Loss of assessed value and effect on tax rate.
No Response.
•
Tax rate.
Keep effective rate below eight percent increase.
•
Level of service.
Try to maintain current level of service but expect several positions to be
eliminated through attrition or un -filled positions for most of the year
•
Personnel and program additions.
Probably no new full-time personnel to be added. If new personnel becomes
possible, look at all departments in this order,
Administration (Economic Development)
Library
Public Works
Fire
Police
Parks and Recreation
•
30% increase in health insurance premium.
City to pick up bulk of new costs.
•
Salary plan.
High priority but 4% would be absolute maximum.
•
Merit pay
Priority on reimplementation - may take more than one year
•
Use of reserves.
Expect to use $50-100,000 of general fund balance forward to "balance the
budget."
•
Water and Sewer rates
Very wet spring puts fund in a very precarious position -- will have to
evaluate rate increase carefully

The Allen City Council held discussion on the topics of economic develop-
ment, Community Education Advisory Councel events and the Texet bankruptcy
procedings
Adjourn
(Agenda Item IV))
MOTION Upon a motion made by Councilman Edstrom and seconded by
Councilman Wolfe, the Council voted six (6) for and none (0) opposed
to adjourn the special workshop session of the Allen City Council at
8:57 p m., on Tuesday, June 27, 1989 The motion carried.
