With a quorum of the Council Members present, the Called Special Session
of the Allen City Council was called to order by Mayor Farmer at 7 36 p.m. on
Monday, October 16, 1989, in the Council Chambers of the Allen Municipal Annex,
One Butler Circle, Allen, Texas

Mayor Farmer discussed the format for the workshop activities. He then
turned the floor over to Richard Carroll, Police Chief, for a presentation on the
Emergency Radio Communications Study

Mr Carroll presented a background on the existing equipment being used
for emergency service within the City of Allen. He discussed improvements that
have been made to the equipment throughout the years. He showed slides and
overheads of this equipment.
Mr Carroll discussed the alternatives for a communications system as
presented in the communications study
• Upgrade of the present system.
• Lease a portion of an advanced system such as 800 MHz trunking
• Develop an 800 MHz conventional system
• Maintain the present system
Mr Carroll discussed the advantages of the 800 MHz trunking system.
• Increased coverage or range
• Clearer signal
• Dependability, efficiency, flexibility, privacy
• Eliminates telephone lines
• Reduce liability
The disadvantages of the system include the following -
Loss of local control - The city would lose some local control of the system.
• Communications would not be possible with agencies not on the 800 MHz
frequency
• Currently the trunking system is not capable of voice paging or control of
the Civil Defense sirens. The current Fire system would have to be kept
in place for these functions.

Council discussed the various advantages and disadvantages of the
alternative communication options The contractual agreement with McKinney was
explored and the ramifications of such agreement was discussed. Motorola has a
backup to the McKinney system that would come from the Carrollton area. Cost
per month and the timeframe of such a system was discussed.
Mayor Farmer recessed the meeting at 9 00 for a short break.
Mayor Farmer reconvened the special workshop meeting of the Allen City
Council at 9 15 p.m.
Discuss Library Board Capital
Needs Request (Agenda Item III)
Mayor Farmer stated he had met with the Library Board subsequent to the
Council meeting regarding their request to the Council for the use of Library Bond
Funds to accomplish certain unfinished projects
Jon McCarty, City Manager, distributed three General Obligation Bond Fund
Interest Allocation schedules. Each schedule identified the total interest allocated
to the various bond projects, interest paid, budgeted interest, and transferred
interest to debt service.
The Library currently has the following monies.
69,860 Bond funds sold, unspent
125,000 Bond funds authorized, but unissued
The Council discussed the prioritization of projects throughout the City in
conjunction with the prioritization of the projects within the library facility
Further discussion was held regarding the education of the Council
regarding library computerization and the possible liaison between the Council,
Council subcommittees and the Boards and Commission.

Adjourn (Agenda Item V)
MOTION Upon a motion made by Councilman Wolfe and seconded by Councilman
Womack, the Council voted six (6) for and none (0) opposed to
adjourn the Called Special Session of the Allen City Council at 10.15
p.m., on Monday, October 16, 1989 The motion carried.
